Leasing and Occupancy Coordinator

Job Description

The Occupancy Specialist performs leasing and occupancy duties, maintains residents' files in accordance with HUD Section 8 rules and regulations and organizational procedures. The specialist also provides case management duties associated with rental assistance for the Section 8 Program. The Occupancy Specialist works closely with and reports directly to the Housing Manager. Section 8:
Certification/Recertification and More :
The Occupancy Specialist should have a thorough understanding of rules and regulations associated with Project Based Rental Assistance Programs that pertain to the property so that they may assist both the Manager and Residents. Periodic Training may be required to stay current on updates or changes to rules and regulations.
Examples of functions include:
o Interviews and processes eligible households for rental assistance. o Verifies income, assets, medical or usual expenses and assisted dwelling information. o Enters data in computer generating rent, utility allowance and escrow calculations. Ensures calculations are accurate. o Performs annual recertifications as well as computing any interim rent changes. Assists residents as they complete and sign all papers related to beginning housing assistance, interims, and annual recertifications, explaining in terms they understand to insure compliance with program rules. o Processes requests for unit transfers meeting Section 8 and management guidelines. o Completes all work according to established organizational and HUD procedures. o Maintains applicant files and processes in accordance with the HUD Section 8 procedure and regulations o Understands and Utilizes HUD Enterprise Income Verfication (EIV) system in addition to ensuring that both the Master File/Log and Tenant files contain accurate and current required reporting information. o Tracks status of requests for verification of income and logs receipt. o Performs all clerical tasks associated with eligibility determination, verification of income and household composition. o Arranges for and conducts group/individual briefings that explain the rules and regulations to applicants, participants and others regarding the Section 8 Program. Assists applicants and participants needing help in finding satisfactory unit and with other housing related problems. Provides information about other community resources when applicable. o Maintains resident contact by phone, mail and in person. Assures that residents are fulfilling their responsibilities in providing accurate verification and timely submission of other necessary documents. o Establishes, maintains and updates various logs and books related to the orderly maintenance of records. Ensures all computer records of residents. o Assists the Manager with Resident Orientation Process and preparation of all relevant forms, documents and processing associated with the execution of leases; accountability for the recordkeeping associated with government regulations and management policies and procedures. o Assists the Manager with the collections of rent and all the related forms and procedures of the Manager's Monthly Reconciliation Report. This will involve enforcement of policies and procedures related to rent collection, evictions and other legal notices related to the effective enforcement of management policies. o Focuses on accuracy for Section 8 Billing.
