The Office Manager is the highest-level management position responsible for overseeing the District's administrative and operational functions under the direction of the General Manager. Responsibilities include planning, coordinating, and executing Board of Directors meetings, including scheduling, meeting preparation, notices, materials, and coordination with Directors and staff and the General Manager. Oversight includes team member functions, office processes, administrative procedures, payroll, budget activities, contracts, recruitment, onboarding, District elections, calendars, records, and general District operations. The Office Manager provides leadership and direction to staff, supports the implementation of District policies and procedures, and helps ensure compliance with applicable requirements. The position must be innovative, demonstrate strong critical-thinking and problem-solving skills, and exercise sound judgment and decision-making to manage District operations, improve processes, resolve issues, and promote efficient and effective operations as designated by the General Manager.
Essential Functions:
Plan, coordinate, and manage Board of Directors meetings, including agendas, notices, meeting materials, packets, and minutes. Coordinate, plan, and oversee the preparation and execution of District meetings, conferences, and other official events alongside the Education and Media Outreach Coordinators. Provide high-level administrative and operational support to the General Manager and Board of Directors. Oversee team member functions, office processes, administrative procedures, payroll activities, budget activities, building maintenance and general District operations. Manage District contracts renewals and compliance with established requirements. Coordinate recruitment activities, including preparing and posting job announcements, coordinating the interview process, conducting interviews, and assisting with candidate selection and hiring activities as assigned. Coordinate and facilitate new employee onboarding, including required paperwork, orientation, training coordination, and communication of District policies, procedures, and expectations and necessary certifications. Serve as the District's Election Agent and coordinate and administer District election activities in accordance with applicable laws, regulations, and District procedures, including candidate filings, election notices, required documentation, deadlines, and coordination with appropriate election authorities. Prepare correspondence, reports, forms, and other documents using applicable office software and District systems. Manage calendars, schedules, travel arrangements, and meeting coordination as needed. Complete special projects and assignments by establishing priorities, managing time, coordinating resources, monitoring progress, and resolving issues. Communicate and coordinate with Directors, staff, governmental entities, water well drillers, water suppliers, municipalities, and other internal and external stakeholders as designated by the General Manager. Provide leadership, guidance, and administrative support to staff, including assistance with forms, permits, and District procedures. Maintain District office operations, including ordering office supplies, coordinating office needs, and ensuring the office is properly maintained. Maintain and oversee the filing, retention, and retrieval of District records, documents, reports, personnel records, and other official information as designated by the General Manager. Oversee the timeliness of incoming correspondence, including emails, and respond to routine inquiries as appropriate. Attend Chamber of Commerce functions, external meetings, and other events as a representative of the General Manager and District, as assigned. Maintain a working knowledge of District Rules and their application to effectively respond to questions and assist affected parties. Perform other duties and special assignments as directed by the General Manager.
Position Requirements:
Bachelor's Degree preferred but not required. Can be supplemented with experience in equivalent role; 5 or more years of experience in the same or an equivalent role; Strong computer skills including word-processing, and proficiency of Microsoft Office and Adobe; Strong project management skills and the ability to manage multiple priorities and meet deadlines; Ability to work effectively with others in a variety of settings and situations; Ability to lift and carry equipment or supplies weighing more than 30 lbs; Ability to attend work conferences, events and special District circumstances or emergencies outside of business hours as designated by the General Manager.

Preferred Knowledge, Skills, and Abilites:
Experience in a similar management or directorial operations role, particularly within a governmental agency or public-sector organization Knowledge of local geology, environmental concerns, public policy, local ordinance and policies. Strong communication and interpersonal skills with the ability to interact professionally and effectively with staff, Directors, stakeholders and the public.
