Assigned Department Head or Designee General Summary Provides temporary clerical and customer service coverage when regularly assigned clerks are absent or when departments require additional support. The employee may rotate among City departments, including the Clerk's Office, Water Department/Treasurer's Office, and Building Department, and performs assigned duties in accordance with departmental procedures. Essential Duties and Responsibilities Provides front-counter and telephone coverage; greets residents, answers routine questions, accepts documents, and directs customers to the appropriate employee or department. Performs general clerical work, including data entry, typing, scanning, copying, filing, mail processing, record maintenance, and preparation of routine correspondence and reports. Receives and processes applications, licenses, payments, and other departmental documents as assigned and trained. Assists with water account inquiries, payments, billing records, payment plans, service requests, notices, and coordination with field personnel. Assists with building permits, inspection scheduling, contractor registrations, records, invoices, reports, and other customer inquiries. Assists with business license applications, renewals, and other routine Clerk's Office functions. Receives, records, balances, and prepares documentation for payments or daily receipts when assigned; follows all cash-handling controls. Assists with annual tax billing and collection. Maintains accurate and confidential records; follows City policies and departmental procedures; and communicates unresolved matters to the supervisor or returning clerk. Learns the software, forms, and workflows required for coverage, assists other City departments, and performs related duties as assigned. Required Knowledge, Skills and Abilities Knowledge of general office practices, customer service, recordkeeping, and basic cash-handling procedures. Ability to learn multiple departmental procedures and switch assignments with reasonable notice. Proficiency with Microsoft Office and the ability to learn City software systems. Ability to communicate professionally, organize work, maintain accuracy, protect confidential information, and work independently within assigned authority. Minimum Qualifications High school diploma or GED. Prior clerical, customer service, billing, bookkeeping, cash-handling, or municipal office experience preferred. Valid Michigan driver's license. Physical Demands and Work Environment Work is generally performed in an office environment and requires prolonged sitting, frequent computer and telephone use, and occasional lifting of files or deposit materials.
