C&T Enterprises, Inc. will receive applications for the position of Contract Services Supervisor at Tri-County Rural Electric Cooperative (REC).

Location:

The position will be located at Tri-County REC's headquarters in Mansfield, Pennsylvania.

Reporting Structure:

The position will report to the Director of Operations at Tri-County REC and provide oversight of contract crews working on the Cooperative's system.

Primary Responsibilities:

To oversee the planning, coordination, and execution of vegetation management programs, vegetation maintenance contracts, and construction activities involving Cooperative lines and substations. This position supports the Cooperative's objectives by ensuring contracted work is completed safely, efficiently, and in accordance with established specifications and policies while promoting positive relationships with members, contractors, and the community.

Qualifications and Skills:

To be successful in this role, the candidate should possess the following qualifications and skills: High school diploma or equivalent required. Associate degree in a related field such as forestry, environmental science, utility line work, or a similar discipline preferred. Minimum of ten years of experience in vegetation management, electric utility line work, or a related field. Practical working knowledge of utility construction materials, devices, machinery, and specifications. Working knowledge of electric distribution systems, substations, and related equipment. Knowledge of vegetation management practices, right-of-way maintenance, and chemical vegetation control regulations. Familiarity with applicable industry standards and regulations, including OSHA, NEC, NESC, PENNDOT, DCNR, and DEP requirements. Strong leadership, planning, scheduling, and organizational abilities. Excellent written and verbal communication skills. Ability to effectively work with employees, members, contractors, vendors, and the public. Proven ability to handle member concerns, complaints, and contractor coordination in a professional manner. Strong safety awareness and accident investigation skills.

General Responsibilities:

As the Contract Services Supervisor, the candidate's responsibilities will include: Assist in developing, implementing, and evaluating the Cooperative's vegetation maintenance programs to improve system reliability and operations. Oversee vegetation maintenance and construction work performed by contractors to ensure compliance with contract specifications and Cooperative standards. Review and approve contractor invoices and maintain accurate contract-related records. Provide budget recommendations for assigned areas of responsibility. Implement and oversee the Cooperative's vegetation spray program. Maintain records associated with vegetation maintenance programs and contractual agreements. Evaluate vegetation management projects and establish work priorities to support reliability and operational goals. Coordinate activities among Cooperative departments, line crews, and contractors working on the system. Respond to member concerns regarding right-of-way maintenance, vegetation management, spraying activities, and damage claims. Assist with outage restoration efforts as requested. Promote goodwill between the Cooperative, its members, contractors, and the communities it serves. Ensure compliance with Cooperative policies, safety standards, and applicable codes and regulations. Perform other duties and special projects as assigned.

Special Working Conditions:

Duties are performed both in an office setting and outdoors in varying weather conditions. Must be available to work evenings, weekends, and after-hours assignments during outages, emergencies, and scheduled work activities. Must maintain a valid driver's license. Must maintain a Pennsylvania Chemical Spray Applicator's License.
