Position Summary Under the direction of the System Engineer, the Substation Working Foreman directs and performs work in the inspection, testing, maintenance, construction, repair, and operation of substations and related equipment. Education and Experience
- Five years of work experience with high-voltage substations
- Successful completion of an approved electrical apprenticeship program
- IBEW Substation Journeyman status required before hire date
- Union membership is required within 30 days after hire date as a condition of continued employment
- High school diploma or equivalent
- Valid Class A commercial driver's license (CDL) and associated Medical Examiners Certification Knowledge, Skills and Abilities
- Knowledge of substation operation, maintenance, repair and construction policies and practices; principles of electricity; special tools and equipment; diagnostic equipment and procedures.
- Ability to routinely lift 50 pounds and occasionally up to 100 pounds, frequent carrying, pushing, pulling, etc.

- Schedule work in close coordination with district superintendents, system engineers, and other appropriate departments.
- Accurately complete paperwork associated with assigned tasks and keep assigned OTEC manuals current.
- Install, maintain, and operate transformers, regulators, load tap changers, circuit breakers, circuit switchers, reclosers, relays, capacitors, SCADA communications equipment, battery banks and chargers.
- Perform testing on substation apparatus such as relay testing and commissioning, transformer turns ratio, megger insulation, battery load testing, oil sampling, and other analytical tests as assigned.
- Operate substation equipment, including switching and grounding.
- Inspect electrical facilities for conformance with specifications and safety standards.
- Inspect and keep Sr. System Engineer informed of all substation's electrical apparatus conditions, noting any malfunctions or suspected mis operations.
- Perform relay panel wiring.
- Install substation conduit systems, ground grids, and fencing.
- Maintain record of spare equipment, materials, and tools designed for substation construction, maintenance, and repair.
- Work occasionally in elevated work areas, that require bucket and boom trucks
- Use safety equipment needed to safely work on or near energized conductors and associated electrical equipment.
- Perform work in a safe manner in conformance with all applicable regulations.
- Ensure job task tailboards are completed and documented.
- Assure that safe work practices and safety rules are followed and in compliance with OSHA and cooperative policies.
- Train and mentor Substation Technicians and Apprentices.
- Delegate workflow in substation shop in a manner consistent with the approval of the Sr. System Engineer.

This position requires that the employee be available for work outside the normal daily work period. Travel may be required within the OTEC service territory during the business day and infrequently overnight. Occasional out of the area travel is expected to attend various activities such as meetings, training and other events.
