Project Manager - Federal & Public Sector Construction

Job Description

Position Summary We are seeking an experienced Project Manager to help lead and manage high-level construction projects as the company continues to scale. The Project Manager is responsible for the day-to-day planning, coordination, financial control, documentation, and execution of multiple projects from preconstruction through closeout. This role works closely with project coordinators, superintendents, foremen, subcontractors, vendors, clients, and government representatives to ensure projects are delivered safely, compliantly, on time, within budget, and in accordance with contract documents. Procore been the primary project-management platform, with Dropbox used for supporting project documentation and records. Key Responsibilities Project Management & Field Coordination Lead multiple construction projects concurrently, coordinating project coordinators, superintendents, foremen, subcontractors, suppliers, and other project stakeholders. Develop, maintain, and communicate efficient project schedules that align field activities, procurement, submittals, inspections, and contract milestones. Read, interpret, and apply plans, specifications, scopes of work, contract documents, and applicable federal, state, local, and public-works requirements. Conduct regular project reviews and communicate project status, schedule, risks, cost exposure, decisions, and action items to internal and external stakeholders. Identify project performance issues early, determine root causes, and implement corrective actions to protect schedule, cost, quality, and contractual obligations. Schedule & Time Management Develop baseline project schedules that identify tasks, dependencies, milestones, critical paths, and required completion dates. Prepare and maintain rolling three-week look-ahead schedules in Procore in coordination with the superintendent and field team. Monitor progress against the approved schedule and proactively address delays, resource conflicts, long-lead items, and schedule impacts. Coordinate recovery plans when project performance falls behind schedule. Cost Control, Changes & Billing Manage project budgets, committed costs, forecasts, change exposure, and cost-to-complete throughout the project lifecycle. Prepare and manage change orders, potential change orders, pricing requests, and supporting documentation in a timely manner. Create and maintain schedules of values (SOVs) and support progress billing, owner billing, subcontractor payment review, and project financial reporting. Exercise independent judgment in applying project-management methods and techniques to evaluate cost-effectiveness, alternatives, and practical solutions. Protect project profitability by identifying scope gaps, documenting changed conditions, and escalating cost or contract risks promptly. RFIs, Submittals & Project Documentation Prepare, track, and close Requests for Information (RFIs), submittals, transmittals, meeting minutes, change documentation, and other required project records. Ensure project files are complete, organized, current, and maintained in Procore and Dropbox in accordance with company standards and contract requirements. Maintain clear written records of decisions, directives, field conditions, schedule impacts, and correspondence to support contract administration and potential claims avoidance. Monitor document-control logs and ensure time-sensitive submittals, RFIs, and approvals do not delay procurement or field operations. Materials, Equipment & Procurement Coordinate with superintendents, project specifications, vendors, and subcontractors to identify and order required materials and equipment. Ensure specialty and long-lead materials are identified early, submitted for approval when required, and ordered in time to support the project schedule. Confirm materials and equipment comply with approved submittals, project specifications, Buy American/Build America requirements when applicable, and other contract-specific requirements.
Federal / Public
Works Compliance Support compliance with federal and public-works contract requirements, including project-specific clauses, certified payroll/prevailing wage requirements, labor compliance, reporting, and record retention as applicable. Coordinate with government contracting officers, owner representatives, inspectors, consultants, and other authorities having jurisdiction as required by each project. Ensure contract deliverables, notices, submittals, closeout requirements, warranties, and required documentation are submitted accurately and on time. Maintain audit-ready project files and support internal or external compliance reviews when requested. Quality, Safety & Closeout Coordinate with field leadership to support site safety, quality-control requirements, inspections, testing, punch-list completion, and corrective work. Confirm work is being executed in accordance with approved plans, specifications, submittals, contract requirements, and company quality standards. Lead project closeout activities, including punch lists, as-builts, O&M manuals, warranties, final documentation, owner training, and final acceptance requirements. Partner with leadership to improve project-management systems, templates, workflows, reporting, and scalable operating processes as the company grows. Required Background 5-10 years of progressively responsible construction project-management experience preferred. Proven background in vertical construction management, including responsibility for large-scale or complex projects. Experience with federal government, public works, or other highly regulated construction projects strongly preferred. Demonstrated ability to manage multiple projects, competing priorities, schedules, budgets, subcontractors, and client expectations concurrently. Experience using Procore (not mandatory as we are planning on or comparable construction project management software; strong computer and document-management skills required. Ability to effectively write proposals, project correspondence, change documentation, and other professional submissions. Must be able to commute daily to the Loomis, California office and travel to active project sites throughout the State of California. Must successfully complete a background check and satisfy project- or client-specific access requirements. Valid driver's license and reliable transportation for project travel are preferred/expected for this role. Preferred Qualifications Experience with government procurement, federal acquisition or contract-administration requirements, and public-works compliance is a plus. Experience managing projects for federal agencies, military installations, municipalities, school districts, or other public entities is highly valued. Familiarity with prevailing-wage requirements, certified payroll, subcontractor compliance, and government closeout procedures is beneficial. Collaborative and resourceful; works effectively with project coordinators, superintendents, foremen, field crews, subcontractors, and clients. Strong attention to detail and follow-through, especially for contract notices, documentation, cost impacts, schedules, and deadlines. Ability to exercise independent judgment and make timely, practical decisions while knowing when to escalate contractual, financial, safety, or compliance risks.
Compensation & Benefits Salary:

The Project Manager is expected to commute to the office and travel to project sites throughout California as required by active projects, client needs, meetings, inspections, and project milestones.
