CONSTRUCTION MANAGER -- ANTICIPATED OPENING PENDING COUNCIL AND BUDGET APPROVAL
The Construction Manager oversees complex civil infrastructure projects including roadways, resurfacing, sidewalks, bridges, and drainage systems - from initial planning through final completion. This role manages CEI inspections, coordinates with contractors and design teams, ensures compliance with FDOT and other municipal standards, and leads all aspects of project delivery, contract administration, and quality control. Manage civil and municipal infrastructure projects from concept through close-out, which may include but not be limited to design, functionality, bidding, selection, coordination, project resolution, payment accountability and reconciliation, and completion certifications. Oversee construction activities for road, resurfacing, sidewalk, and drainage projects and other land development projects. Coordinate design alterations due to unexpected field conditions and recommend design changes to engineers. Work with all required government agencies, private contractors, and project managers to resolve construction issues and minimize public impacts, including complex traffic situations. Identify opportunities for cost savings, schedule improvements, and constructability enhancements. Coordinate with CEI inspectors to ensure all inspections and testing meet required standards. Ensure accurate construction progress reporting and recordkeeping. Serve as project manager, creating benchmarks and ensuring completion of same, provide information to other City staff regarding the purchasing process, grant funding, invoices, and the like. Produce all information required to ensure funds that are anticipated from third parties (i.e., grants, the County, etc.) in a timely manner and in accordance with project deadlines. Observe and enforce all purchasing guidelines, participate in the development of RFPs and RFQs, manage related contracts and change orders. Review invoices, track project milestones, and ensure compliance with contract documents. Evaluate consultant proposals, negotiate fees, and oversee third-party engineering consultants. Develop agenda items and present same to City Council. Review plans, specifications, and technical documents for accuracy and constructability. Coordinate, communicate, and resolve issues with citizens, contractors, design professionals, and internal departments. Represent the City in meetings such as contractor coordination sessions. Perform other duties as assigned. Bachelor's degree or Associate's Degree with 10+ years of Construction Inspection experience, extensive experience with roadways, resurfacing, sidewalk, and drainage construction, or any equivalent combination of education, training and experience. Possession of a valid Florida driver's license. Other project management certifications, Six Sigma, or construction-related certifications and licenses are preferred.
