Job Description

THE OPPORTUNITY
Blackstone Utilities is seeking two experienced Construction Managers to lead safe, productive, high-quality telecom construction across the greater Chicago area. This is a field-centered leadership role responsible for converting the project plan into disciplined daily execution. The Construction Manager directs crews and subcontractors, removes production constraints, verifies work, and provides the Project Manager with accurate information for scheduling, forecasting, customer updates, and billing.
WHAT YOU WILL OWN
  • Plan and direct daily and weekly field execution across assigned crews, subcontractors, and work areas.
  • Hold preconstruction and daily coordination meetings; communicate scope, drawings, permits, production targets, safety requirements, and quality standards.
  • Verify crews have the labor, equipment, materials, locates, traffic control, permits, and access required to execute the plan.
  • Enforce safe work practices, stop unsafe work, participate in incident response, and ensure corrective actions are completed.
  • Monitor production, schedule, crew utilization, downtime, and field constraints; escalate risks early with a recommended recovery plan.
  • Inspect underground and aerial telecom work for compliance with plans, specifications, depth, separation, restoration, and customer requirements.
  • Coordinate bore crews, excavation crews, fiber-placement resources, restoration teams, inspectors, municipalities, and affected stakeholders.
  • Ensure daily reports, quantities, photos, redlines, as-builts, materials, timesheets, equipment usage, and subcontractor documentation are accurate and submitted on time.
  • Identify field changes and potential extra work before proceeding; document conditions and coordinate approval through the Project Manager.
  • Coach foremen and crews, address performance issues promptly, and build a culture of ownership, professionalism, and continuous improvement.
  • Support punch-list completion, testing, restoration acceptance, turnover documentation, and final project closeout.
WHAT SUCCESS LOOKS LIKE
  • Crews consistently execute the right work safely, productively, and to specification.
  • Field constraints are identified early and resolved before they materially affect the schedule.
  • Daily records and installed quantities are complete, accurate, and ready to support billing.
  • Customers, municipalities, crews, and the Project Manager receive timely and dependable communication.
REQUIRED QUALIFICATIONS
  • Prior success in a comparable Construction Manager, General Superintendent, or senior field-leadership role within telecom, OSP fiber, underground utility, or related construction.
  • Strong working knowledge of field production, crew planning, utility locates, excavation, directional drilling, restoration, jobsite safety, and quality control.
  • Demonstrated ability to lead employees and subcontractors, enforce standards, and hold teams accountable for measurable commitments.
  • Ability to read construction drawings, permits, maps, redlines, specifications, and utility information.
  • Strong communication, organization, documentation, and field problem-solving skills.
  • Proficiency with mobile reporting tools, email, and Microsoft Office.
  • Valid driver's license and ability to work at jobsites throughout the greater Chicago area.
PREFERRED QUALIFICATIONS
  • Experience with FTTH, conduit installation, directional drilling, potholing, handholes, fiber placement, and municipal restoration.
  • Experience managing multiple crews or subcontractors across concurrent work fronts.
  • OSHA 30, competent-person training, or comparable construction safety credentials.
  • Familiarity with unit-based production tracking, closeout packages, and billing support documentation.
COMPENSATION AND BENEFITS
  • $95,000-$115,000 annually, based on experience and qualifications.
  • Health insurance allowance; details provided during the interview process.
  • Two weeks of paid time off.
  • Local Chicago-area role with no overnight travel expected.
