Position Summary Aquila Corporation is seeking an experienced, highly accountable OSP Construction Manager to lead and oversee outside plant fiber construction operations. This position is responsible for the safe, efficient, and profitable execution of assigned projects from initial mobilization through construction, restoration, testing, documentation, and final customer acceptance. The OSP Construction Manager serves as the primary operational leader for assigned projects and is accountable for safety, quality, production, scheduling, workforce management, customer satisfaction, documentation, cost control, and overall project performance. This is a hands-on leadership position. The Construction Manager is expected to maintain a strong field presence, proactively identify obstacles, hold supervisors and crews accountable, and ensure Aquila's standards are consistently met or exceeded. Essential Duties & Responsibilities Project & Construction Management

• Manage multiple OSP telecommunications construction projects from kickoff through final completion and closeout.
• Develop and execute construction schedules to meet customer milestones and contractual completion dates.
• Coordinate underground, aerial, fiber placement, splicing, testing, drop, installation, restoration, and related construction activities as applicable to each project.
• Review project scope, prints, engineering documents, specifications, permits, BOMs, and customer requirements before and during construction.
• Ensure supervisors and crews have the manpower, equipment, materials, information, and documentation necessary to execute work efficiently.
• Identify potential schedule, production, permitting, engineering, material, or resource issues before they impact the project.
• Coordinate construction sequencing between internal crews, subcontractors, splicing teams, customers, utilities, municipalities, and other stakeholders.
• Verify completed quantities and ensure field production is accurately documented for billing and project tracking. Field Leadership & Accountability
• Provide direct leadership and accountability to field supervisors, crew leads, employees, and subcontractors.
• Maintain an active presence in the field and routinely inspect active construction locations.
• Establish clear daily and weekly production expectations.
• Track crew productivity and immediately address performance below established expectations.
• Ensure supervisors are effectively managing their crews rather than simply reporting field activity.
• Hold personnel accountable for safety, attendance, productivity, quality, documentation, equipment care, and professional conduct.
• Coach and develop supervisors and crew leads to strengthen Aquila's field leadership.
• Lead by example and reinforce a culture of ownership, urgency, professionalism, accountability, and teamwork.

Safety & Utility Damage Prevention Safety is a fundamental responsibility of this position.

The OSP Construction Manager will:

• Enforce all Aquila safety policies and applicable OSHA, federal, state, local, customer, and utility-owner requirements.
• Ensure required JSA/JHA documentation is completed accurately before work begins.
• Verify proper PPE, traffic control, cones, signage, barricades, and work-zone protection are utilized.
• Ensure valid utility locate tickets are obtained and verified before excavation or drilling begins.
• Confirm crews properly expose, pothole, and visually verify utilities where required.
• Ensure pre-construction and post-construction photographs are completed and maintained.
• Immediately investigate utility damages, vehicle incidents, injuries, near misses, and significant safety violations.
• Stop unsafe work immediately and ensure corrective action is taken before operations resume.
• Promote a zero-preventable-damage mindset throughout all Aquila operations. Quality Control
• Ensure all construction meets Aquila, customer, engineering, permitting, and industry standards.
• Conduct regular QC inspections throughout construction rather than waiting until project completion.
• Verify proper depth, placement, conduit installation, handhole installation, fiber handling, restoration, labeling, and other construction requirements.
• Identify deficiencies and ensure corrective work is completed promptly.
• Minimize rework, repeat truck rolls, customer complaints, and avoidable restoration issues.
• Ensure completed infrastructure is ready for customer inspection and acceptance.

Production & Performance Management The Construction Manager is responsible for understanding what every assigned crew accomplished, what prevented additional production, and what is required to improve performance the following day.

Responsibilities include:

• Establish measurable production goals based on project requirements.
• Review daily footage, units, completed locations, installations, drops, bores, handholes, and other applicable production metrics.
• Compare actual production against schedule and budget.
• Identify underperforming crews or subcontractors and implement corrective actions.
• Maximize productive field hours by reducing unnecessary material runs, equipment delays, downtime, and poor planning.
• Ensure work is properly staged in advance whenever possible.
• Adjust manpower and equipment allocation based on project priorities and production requirements. Customer & Stakeholder Management
• Serve as a professional representative of Aquila Corporation with customers, municipalities, utilities, homeowners, subcontractors, and other stakeholders.
• Participate in customer meetings, construction meetings, and project reviews.
• Provide accurate and timely updates regarding production, schedules, obstacles, and completion forecasts.
• Communicate potential delays or problems before they become customer escalations.
• Coordinate with permitting authorities, utility companies, inspectors, and municipalities as required.
• Maintain strong customer relationships while protecting Aquila's operational and financial interests. Documentation & Reporting Ensure accurate and timely completion of all required project documentation, including:
• Daily production reports
• JSA/JHA documentation
• Pre- and post-construction photographs
• Utility locate documentation
• Bore logs and drilling documentation
• Redlines and as-built information
• MBS/customer-required reporting
• Material usage
• Equipment documentation
• Vehicle inspections/DVIR requirements
• Damage and incident reports
• Restoration documentation
• Change-order documentation
• Completed quantities for invoicing
• Project closeout documentation Documentation must accurately reflect what occurred in the field and be completed within required timelines. Fleet, Equipment & Material Management
• Ensure crews maintain company vehicles, trailers, drills, excavators, hydrovacs, locating equipment, fiber equipment, tools, and other assets.
• Ensure required vehicle and equipment inspections are completed.
• Coordinate preventive maintenance and necessary repairs to minimize downtime.
• Hold employees accountable for negligent equipment damage or failure to report problems.
• Ensure crews are properly stocked before mobilization.
• Coordinate material forecasting and inventory requirements with operations and project leadership.
• Reduce unnecessary trips for materials, tooling, or equipment through effective planning. Subcontractor Management
• Manage subcontractor scheduling, production, safety, quality, documentation, and contractual compliance.
• Ensure subcontractors understand Aquila and customer requirements before beginning work.
• Verify subcontractor work before approving quantities for payment.
• Hold subcontractors to the same safety and quality expectations as Aquila employees.
• Immediately address unsafe practices, poor workmanship, utility damage risks, insufficient production, or repeated documentation failures.
• Coordinate subcontractor manpower according to project needs and customer schedules.

Financial & Project Performance The OSP Construction Manager must understand that successful construction management requires both production and financial accountability.

Responsibilities include:

• Monitor labor, equipment, subcontractor, material, and restoration costs.
• Understand project budgets, production assumptions, and profitability expectations.
• Identify cost overruns and operational inefficiencies early.
• Verify production quantities supporting customer invoicing.
• Identify additional work or scope changes requiring change orders.
• Prevent unauthorized work outside the approved project scope.
• Work with senior leadership to improve project margins and operational efficiency. Minimum Qualifications
• 5+ years of OSP telecommunications construction experience preferred.
• Previous experience managing supervisors, crews, subcontractors, or multiple construction teams.
• Strong knowledge of underground fiber construction and directional drilling operations.
• Working knowledge of aerial construction, fiber placement, splicing, testing, drops, and residential installations preferred.
• Ability to read construction prints, maps, redlines, engineering drawings, and utility information.
• Strong understanding of utility locating and damage-prevention practices.
• Knowledge of OSHA and telecommunications construction safety requirements.
• Strong organizational, leadership, communication, and problem-solving skills.
• Ability to manage multiple projects and priorities simultaneously.
• Comfortable utilizing electronic project-management, documentation, and reporting systems.
• Valid driver's license with an acceptable driving record.
• Ability to travel as required by project needs. Preferred Qualifications
• Experience managing

FTTH/FTTP

construction projects.

• Directional drilling and underground construction experience.
• Experience working directly with ISPs, telecommunications carriers, municipalities, electric cooperatives, and utility owners.
• Experience managing projects involving underground, aerial, splicing, testing, drops, and installations.
• Experience managing subcontractors and verifying production quantities.
• Strong understanding of construction budgeting, production rates, and project profitability.

Pay:

$78,570.47 - $94,622.50 per year
