POSITION SUMMARY
The Construction Manager is responsible for overseeing capital construction projects from development through completion. This position ensures projects are completed safely, on schedule, within established specifications, and in accordance with contract requirements. The Construction Manager will work closely with project managers, engineers, contractors, consultants, operations personnel, and other stakeholders to coordinate construction activities, monitor contractor performance, manage project documentation, and identify potential safety, quality, schedule, and cost risks. The position will also provide oversight of change orders, contractor billing, RFIs, safety compliance, inspections, commissioning, and final project acceptance.
KEY RESPONSIBILITIES
Project & Construction Management Work with project managers, engineering teams, and other stakeholders during project development to understand project scope, equipment and material requirements, schedules, contracts, and construction requirements. Oversee construction activities from project execution through completion. Monitor contractor performance against approved project schedules and milestones. Evaluate contractor staffing, equipment, productivity, and overall performance to ensure projects remain on schedule. Coordinate onsite construction activities with project managers, contractors, engineering teams, consultants, and other stakeholders. Coordinate third-party testing, inspections, and verification activities as required. Monitor material requirements and maintain appropriate onsite inventory. Coordinate delivery of materials and equipment to construction sites. Conduct regular site walks and construction inspections. Review contractor schedule updates and assess progress against the approved project plan. Safety, Quality & Compliance Conduct onsite safety orientations and ensure contractors understand applicable safety requirements. Perform routine safety inspections and monitor contractor compliance with applicable regulations and contractual requirements. Ensure environmental, regulatory, and permitting requirements are satisfied. Monitor safety incident reporting and ensure required documentation is completed. Review contractor work plans to identify potential safety, quality, schedule, and operational risks. Monitor construction activities to ensure established engineering, construction, operational, and safety standards are consistently maintained. Ensure projects comply with applicable
OSHA, NEC, NESC, ACI, ASME, ASTM
, and other relevant standards and requirements. Contracts, Change Management & Documentation Review and evaluate change orders, RFIs, claims, and contractor requests and provide recommendations to the Project Manager. Review contractor billing and invoices and provide recommendations for approval. Evaluate potential contract changes and understand their impact on project scope, schedule, cost, and contractual obligations. Coordinate responses to RFIs with the Project Manager and Engineering. Maintain accurate project documentation, including field records and as-built markups. Facilitate the flow of information and documentation between project managers, contractors, engineering teams, and construction crews. Review construction contracts, easements, leases, permits, and other project-related legal documents as required. Investigate construction-related damage, claims, and potential disputes. Identify opportunities to minimize project claims, construction-related damages, and financial exposure. Meetings, Reporting & Communication Lead weekly construction meetings and daily contractor coordination meetings as required. Provide regular project updates to project managers and leadership. Submit daily inspection reports and construction progress updates. Maintain accurate project documentation and records. Communicate project risks, schedule concerns, safety issues, and construction challenges to appropriate stakeholders. Develop strong working relationships with contractors, consultants, engineers, operations personnel, and internal leadership. Project Completion & Commissioning Conduct final inspections of assigned projects to verify contractual, operational, safety, and quality requirements have been satisfied. Support project start-up and commissioning activities. Coordinate completion activities with operations and other appropriate teams. For transmission projects, coordinate with system operators regarding project scheduling, system outages, and energization of completed facilities. Verify proper operation of completed transmission facilities and coordinate required outage and switching activities. For generation projects, coordinate with plant operations to obtain required Lockout/Tagout (LOTO) procedures for construction activities. Participate in plant planning and outage meetings as required. Support project turnover and final documentation.
QUALIFICATIONS & EXPERIENCE
Education Bachelor's degree in Construction Management, Engineering, or a related field preferred. An equivalent combination of education and relevant experience may be considered. Experience 10+ years of relevant construction or project management experience. Experience managing large-scale construction projects, preferably within the electric utility, energy, power generation, transmission, or industrial construction industries. Experience managing contractors and construction activities from project development through completion. Technical Knowledge Knowledge of National Electrical Code (NEC) and National Electrical Safety Code (NESC) requirements applicable to electrical transmission facilities, substations, transmission lines, and related infrastructure. Strong understanding of construction standards, specifications, safety requirements, and regulatory requirements. Knowledge of
OSHA, ACI, ASME, ASTM, NEC, NESC
, and other applicable construction and safety standards. Strong understanding of construction processes, scheduling, contractor management, and project execution. Experience with change management, RFIs, change orders, claims, and contract administration . Ability to evaluate detailed construction schedules, project progress, contractor productivity, and project risks. Ability to read and interpret engineering drawings, construction specifications, contracts, and related technical documentation. Experience with construction management software such as Procore or similar platforms preferred. Strong proficiency with Microsoft Office, including Excel, Word, and Outlook .

WORKING CONDITIONS
Combination of office and field-based work. Regular exposure to construction environments, including dust, dirt, extreme temperatures, uneven or slippery surfaces, and other outdoor conditions. Ability to regularly lift up to 20 pounds and occasionally lift up to 50 pounds . May be required to work outside normal business hours based on project schedules, outages, emergencies, or construction requirements. Frequent travel throughout the organization's service territory, with occasional overnight and out-of-state travel. Valid driver's license required. Must wear appropriate personal protective equipment (PPE) as required. Certain generation-facility assignments may require medical clearance to wear respiratory protection and compliance with applicable respirator requirements.
