This position is responsible for the safe, efficient, and compliant delivery of assigned construction projects from preconstruction through final acceptance. The Construction Manager will oversee field managers, subcontractors, schedules, production, quality control, restoration, utility coordination, documentation, and customer commitments. The ideal candidate is a hands-on leader with strong underground and aerial fiber construction experience who can manage multiple crews and work areas while maintaining clear accountability, accurate reporting, and professional relationships with customers, municipalities, utilities, inspectors, and construction partners. Primary Responsibilities Construction Management
  • Manage daily OSP construction activities for FTTH and enterprise fiber projects.
  • Coordinate underground, aerial, fiber placement, splicing, testing, restoration, and closeout work.
  • Build and maintain weekly construction schedules based on permit availability, utility locates, traffic control, materials, crew capacity, and customer priorities.
  • Assign field managers and subcontractor crews to approved work areas.
  • Monitor production against project milestones, budgets, and customer commitments.
  • Identify schedule risks early and implement recovery plans when production falls behind.
  • Maintain sufficient construction-ready work ahead of active crews.
  • Support emergency fiber repairs and service restoration when required. Field Leadership
  • Lead, develop, and hold field managers and construction partners accountable.
  • Confirm field managers are completing preconstruction walks, quality inspections, daily documentation, and production reporting.
  • Maintain a strong field presence and regularly inspect active and completed work.
  • Conduct daily coordination with field leadership and subcontractors.
  • Resolve field conflicts involving design, access, utilities, restoration, traffic control, or constructability.
  • Ensure issues are escalated quickly with a recommended solution. Safety and Compliance
  • Enforce Open Country safety requirements and all applicable federal, state, local, customer, and project-specific standards.
  • Confirm crews follow approved traffic control plans and right-of-way requirements.
  • Ensure compliance with 811 requirements, private locate procedures, potholing, daylighting, and utility exposure standards.
  • Review utility strikes, near misses, property damage, and safety incidents.
  • Coordinate investigations, corrective actions, documentation, and required notifications.
  • Stop work when unsafe or noncompliant conditions are identified. Quality Control and Restoration
  • Ensure construction meets approved plans, specifications, customer standards, and permit conditions.
  • Verify conduit placement, depth, separation, handhole installation, grounding, labeling, cable placement, testing, and restoration quality.
  • Coordinate inspections with customers, municipalities, utilities, and internal quality personnel.
  • Track punch-list items through completion.
  • Ensure restoration is completed promptly and meets or exceeds jurisdictional requirements.
  • Confirm completed work areas are clean, safe, documented, and ready for customer or municipal acceptance.
  • Prevent repeat deficiencies through coaching, corrective action, and consistent field enforcement. Utility and Stakeholder Coordination
  • Coordinate with utility owners, locating companies, municipalities, inspectors, customers, engineering teams, and property owners.
  • Monitor locate status and ensure crews do not begin work without required markings and documentation.
  • Participate in utility coordination, progress, permitting, and restoration meetings.
  • Maintain professional and solutions-focused relationships with all project stakeholders.
  • Communicate project risks, delays, damages, and recovery plans clearly and promptly. Production and Financial Management
  • Review daily production quantities and compare actual performance to project goals.
  • Validate installed quantities before billing approval.
  • Review contractor invoices, field records, redlines, as-builts, and supporting documentation.
  • Identify and document rework, damages, restoration costs, and subcontractor chargebacks.
  • Support forecasting, cost control, change management, and subcontractor performance reviews.
  • Coordinate labor, equipment, traffic control, materials, and subcontractor resources to minimize downtime.
  • Work with the Project Manager to protect project margin while meeting safety, quality, and schedule requirements. Documentation and Closeout
  • Ensure daily reports, production trackers, photos, bore logs, redlines, test results, and inspection records are accurate and current.
  • Verify as-built information reflects actual field conditions.
  • Maintain clear documentation for customer billing and project closeout.
  • Support final walkthroughs and turnover packages.
  • Confirm all punch-list, restoration, documentation, and billing requirements are completed before project closure. Minimum Qualifications
  • Five or more years of OSP telecommunications construction experience.
  • Three or more years in a construction management, superintendent, or senior field leadership role.
  • Demonstrated experience managing FTTH or enterprise fiber construction.
  • Strong knowledge of underground fiber construction, including directional drilling, trenching, plowing, potholing, conduit placement, handholes, and restoration.
  • Working knowledge of aerial construction, fiber placement, splicing, testing, and activation activities.
  • Experience supervising multiple field managers, subcontractors, and construction crews.
  • Ability to read construction plans, utility maps, permits, bore profiles, traffic control plans, and fiber designs.
  • Knowledge of 811 requirements, utility damage prevention, right-of-way construction, and municipal inspection processes.
  • Experience reviewing production quantities, invoices, redlines, and as-built documentation.
  • Strong written and verbal communication skills.
  • Ability to manage changing priorities in a fast-paced construction environment.
  • Valid driver's license and acceptable driving record.
  • Ability to travel throughout assigned project areas and work extended hours or Saturdays when project needs require it. Preferred Qualifications
  • Experience managing both residential FTTH builds and enterprise or commercial fiber projects.
  • Experience working with municipal broadband, carrier, utility, or public works customers.
  • Experience managing projects in Washington or elsewhere in the Pacific Northwest.
  • Experience with project tracking, mapping, GIS, invoicing, and construction management platforms. Leadership Expectations The Construction Manager is expected to:

  • Regular travel to active construction sites, offices, customer locations, and project meetings.
  • Ability to work outdoors in varying weather and terrain.
  • Ability to walk active construction routes and inspect pits, handholes, restoration areas, and other field conditions.
  • Ability to occasionally lift and carry up to 50 pounds.
  • Availability outside normal business hours for urgent construction, damage, or service-restoration events.
Compensation The base salary range for this position is $90,000 to $120,000 annually. Final compensation will be based on relevant OSP experience, leadership background, technical knowledge, certifications, project responsibilities, and demonstrated ability to manage FTTH and enterprise construction successfully. Any additional benefits, vehicle allowance, bonus opportunity, or project-specific compensation will be addressed during the hiring process.
