Overview St. Clair County Housing Authority is seeking a dependable and detail-oriented Part-Time Housing Inspector to perform housing quality and compliance inspections for Authority-assisted properties. This position requires the ability to work effectively with residents, property owners, program participants, and Housing Authority staff while exercising sound judgment and professionalism. This is an ongoing, part-time position that typically involves 20 scheduled hours per week during regular business hours, with occasional evening or weekend work as needed. The position is classified as non-exempt under federal wage and hour laws and is subject to all Housing Authority personnel policies. Responsibilities Conduct initial, annual, interim, and special housing inspections to ensure compliance with HUD Housing Quality Standards (HQS), Housing Choice Voucher Program requirements, and Housing Authority policies. Schedule, perform, document, and process inspections accurately and in a timely manner. Maintain knowledge of federal regulations, housing quality standards, rent reasonableness requirements, lead-based paint regulations, utility allowances, and dwelling unit eligibility criteria. Evaluate properties for compliance with applicable housing, building, fire, and safety codes. Prepare inspection reports, maintain records, and enter inspection data into agency computer systems. Communicate inspection results and compliance requirements to property owners and program participants. Educate participants on program requirements, housekeeping standards, landlord-tenant responsibilities, and move-out procedures. Respond to and help resolve tenant and landlord concerns, complaints, and disputes. Negotiate rents with property owners in accordance with program guidelines. Monitor housing market conditions, including rental rates and property maintenance trends. Investigate and report suspected program fraud, abuse, or compliance violations. Maintain strict confidentiality of participant and agency information. Build and maintain positive working relationships with residents, landlords, staff, and the public through professional and courteous service. Perform related duties as assigned to support Housing Authority operations, including basic maintenance and upkeep of agency vehicles. Required Qualifications High school diploma or GED. Valid driver's license with a good driving record and the ability to use a personal vehicle for Housing Authority business. Strong computer skills, including proficiency with Microsoft Office applications, databases, spreadsheets, handheld devices, and other software systems. Ability to pass a criminal background check, pre-employment physical examination, and substance abuse screening. Professional communication skills and the ability to work effectively with residents, landlords, coworkers, and the public. Good character, sound judgment, and the ability to maintain confidentiality. Preferred Qualifications Additional education or training in residential construction, home inspection, building maintenance, or interpersonal communication. At least one year of residential housing inspection experience. Familiarity with local communities and housing markets; residency within the service area is strongly preferred. Knowledge of residential construction methods, building systems, and property maintenance practices. Existing housing inspection, Housing Quality Standards (HQS), or related industry certifications. Certification Requirements Must successfully complete Lead-Based Paint Visual Assessment Training and Nan McKay & Associates Section 8 Housing Quality Standards (HQS)/Inspire training and certification (or equivalent industry certification) by the end of the evaluation period.
