POSITION SUMMARY
The Building Commissioner is responsible for enforcing and interpreting the Massachusetts Building Code, state laws and regulations, Americans with Disabilities Act (ADA), Architectural Access Board requirements, local zoning bylaws, and other applicable codes related to building construction and design. The position provides technical guidance to property owners, contractors, architects, developers, and the public and supervises the Building Department.
ESSENTIAL DUTIES & RESPONSIBILITIES
Enforce the Massachusetts Building Code, state statutes, regulations, and Town bylaws; issue stop-work orders when necessary. Review applications and issue permits for construction, alteration, repair, demolition, removal, and changes in building use or occupancy. Conduct inspections and site investigations; verify compliance and issue certificates of inspection. Review inspection reports from qualified agencies and individuals. Interpret building and zoning codes and advise contractors, builders, developers, architects, property owners, and the public on construction requirements and procedures. Respond to questions regarding construction methods, materials, zoning, floodplain requirements, and coastal zone management. Review and inspect site plans and applications for special permits, including pools, signs, and similar structures. Maintain records of licensed construction supervisors and home improvement contractors, including licensing and insurance requirements. Provide required permit and construction notifications to the Assessors and Postmaster. Prepare required reports and assist the Board of Health as needed. Supervise, train, and coordinate department staff and inspectional services; schedule assignments and maintain quality control. Prepare and monitor the department\'s annual budget. Attend Board of Appeals, Town board/commission, and professional association meetings as required. Perform other related duties as assigned.
SUPERVISION
Works under the administrative direction of the Town Administrator and exercises considerable independent judgment in interpreting and applying building codes, zoning bylaws, ADA/AAB requirements, and other regulations.
SUPERVISES
Two full-time and three part-time employees.
MINIMUM QUALIFICATIONS
High school diploma plus advanced technical training and five years of experience in building construction or design supervision; a bachelor\'s degree in a related field is preferred. Certified Building Commissioner designation from the International Code Council, or equivalent education and experience. Massachusetts Construction Supervisor\'s License. State certification as a Building Inspector. Valid Massachusetts driver\'s license. Knowledge, Skills & Abilities Thorough knowledge of the Massachusetts Building Code, local zoning bylaws, and applicable state laws and regulations. Knowledge of building construction materials, methods, equipment, and related plumbing, electrical, mechanical, and fire prevention requirements. Ability to read and interpret blueprints, plans, engineering information, laws, and regulations. Strong written, verbal, communication, and public relations skills. Ability to enforce regulations firmly, fairly, tactfully, and impartially. Ability to work effectively with the public, contractors, developers, architects, and Town officials.
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work is performed in both an office and field/construction-site environment, with exposure to variable weather, noise, and potential construction hazards. Requires the ability to walk, stand, climb, bend, stoop, and access construction sites, as well as operate a motor vehicle and standard office equipment.
