Building and Code Enforcement Officer / Building Code Official Malvern, PA 1 DAYS AGO 22873073 Summary Malvern, PA In-Person Competitive Salary 2 Years Experience Vocational/Technical Certificate No Commission 40.00 hours per week / Day Shift / Full-Time Description Malvern Borough is seeking a Building Code Official (BCO) to lead Building and Code Enforcement operations, including zoning administration, permitting, inspections, and property maintenance enforcement. Position Summary The Building & Code Enforcement Officer is responsible for overseeing the administration, enforcement, and implementation of Borough codes and ordinances related to construction, zoning, property maintenance, and public health and safety. The BCO ensures compliance with all applicable laws, supervises department personnel, manages third-party inspectors, and provides professional recommendations on policy and regulatory matters. Essential Responsibilities Responsible for signing off on all necessary compliance documents per Uniform Construction Code (PA UCC) Oversees Property Maintenance Inspections and Housing Inspections for compliance with property maintenance codes, including nuisance property enforcement and annual rental/resale inspections. Collaborates with the Borough Solicitor and other legal representatives as necessary for enforcement actions and litigation. Reviews and approves permit applications, inspection reports, and enforcement actions to ensure compliance with Borough ordinances. Serves as a key point of contact for Borough residents, businesses, and developers regarding construction, zoning, and code enforcement matters. Engages with the community to provide education on compliance and regulatory requirements. Works closely with other Borough departments, including Public Works, Fire Marshal, and Planning & Zoning, to ensure coordinated enforcement and permit processes. Certifications & Licenses PA State Certified Building Code Official (BCO)

• Required Certified Zoning Officer (PZOA or AACE)
• Recommended Property Maintenance and Housing Inspector (AACE)
• Recommended Knowledge, Skills & Abilities Strong working knowledge of the PA Uniform Construction Code (UCC), International Building Code (IBC), and International Property Maintenance Code (IPMC).

Ability to interpret and enforce Borough codes and ordinances impartially and effectively. Excellent verbal and written communication skills for public engagement and regulatory interpretation. Work Environment & Physical Requirements Work is performed in both an office and field environment, requiring regular inspections of construction sites and properties. Must be able to remain stationary for extended periods while completing administrative tasks. Occasional lifting of materials or equipment up to 25 lbs. Frequent interaction with the public, contractors, legal representatives, and government officials.
