The primary purpose of this position is to ensure the Landfill is able to provide reliable, efficient, safe, and environmentally protective services that meet or exceed all state and federal environmental standards. The incumbent accomplishes this through a variety of electrical and skilled maintenance duties to keep electrical and mechanical equipment, facilities, pump stations, Landfill gas pipeline, and all other related items operating at peak efficiency. The incumbent installs, maintains and troubleshoots all aspects of the Landfill gas collection system and gas-to-energy (GTE) electrical systems including power distribution up to 4160 volts, computer controls, motors up to 500HP and instrumentation. Installs, maintains and troubleshoots all mechanical and electrical equipment including pumps, motors, valves, solenoids, gearboxes, and chemical dosing equipment.
Examples of Job Duties :
The following is intended as a brief description/illustration of the duties, responsibilities, and requirements of this position and are not intended to be all encompassing or all-inclusive. 1. Reviews operations log to identify mechanical and electrical issues at the Landfill and GTE. With input from the Maintenance Supervisor, sets priorities and plans to repair and maintain all equipment and pumps at the Landfill, gas pipeline, pump stations, and gas collection wells. 2. Installs, calibrates and maintains regulated Landfill, GTE, and gas collection equipment and systems, and creates all required records of work. 3. Performs maintenance on, tests, and calibrates landfill gas monitoring systems. 4. Troubleshoots, repairs, calibrates and installs telemetry equipment, instrumentation, air compressors, pumps, motors, flow meters, pressure level transmitters, , transducers and any other equipment related to an industrial facility. 5. Safely operates heavy industrial equipment such as forklifts, overhead cranes, manlifts, plows, presses and various shop equipment. 6. Installs wiring, conduit and power distribution panels. 7. Removes equipment from service. Coordinates shutdowns with supervisors and operations staff while following lock-out/tag-out OSHA regulations. 8. Installs, calibrates and repairs phone/paging system and other plant communication devices including ethernet based equipment. 9. Reads, interprets and revises electrical/mechanical blueprints. 10. Creates detailed work orders on all major projects and maintenance jobs to ensure accurate documentation and records are kept. 11. Safely performs permit-required confined space work and elevated platform work in compliance with OSHA regulations. 12. During loss of power situations, responsible for initiating generator back-ups to ensure operational continuity. 13. Stays abreast of new and emerging trends and changing technologies in the electrical and mechanical fields and reads pertinent industry publications. Attends training, meetings, and conferences as required. 14. Responds 24/7 to Landfill, pipeline, and GTE emergencies in an on-call rotation. 15. Supports core values, mission and goals of the department and the City of Midland. 16. Performs all other duties as assigned.
Required Knowledge, Skills and Abilities :
1. High School Diploma or equivalent. 2. State of Michigan Journeymen Electrician license. 3. A minimum of three years industrial electrical experience of similar scope and size as the City of Midland Landfill. Related experience may be considered. Two years of instrumentation experience preferred. 4. Demonstrated working knowledge and hands on experience with high voltage industrial equipment. 5. Working knowledge of PLC and Relay logic preferred. 6. Demonstrated proficiency in mechanical and maintenance work, including strong knowledge of tools and methods to perform maintenance work. Must have strong aptitude for mathematics, reading diagrams and interpreting electrical schematics. 7. Highly effective and creative problem-solving skills in a technically complex environment. 8. Ability to carry out assignments both independently and as part of a work group. Ability to lead a work group and achieve results. 9. Ability to work independently with minimal supervision, stay organized and balance conflicting deadlines with unforeseen events. 10. Ability to work well under pressure. 11. Ability to communicate effectively and tactfully, both in writing and verbally. 12. Ability to set and work within a budget to reach project goals. 13. Other tasks include line locating, working around sewer systems, working with contractors, and ordering parts. 14. Able and willing to work occasional overtime as required. Other Requirements of the
Job:
1. Possession of a valid motor vehicle operator's license issued by the State of Michigan and must maintain a good driving record as a condition of employment. 2. Must be able to successfully pass City safety and equipment training programs as required. 3. The incumbent of this position is also part of the on-call rotation.
Physical and Mental Demands:
Physical Demands While performing the duties of this job, the individual must regularly and quickly traverse through the facilities and property (including ladders, stairs, tight spaces and uneven terrain); operate a wide variety of tools and equipment; must be able to communicate with individuals in person and by telephone; repetitively operate and manipulate all standard office and maintenance equipment; required to occasionally lift, move and secure objects weighing up to and sometimes exceeding 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus. Must be able to detect both visual and audio plant alarms and calls. Work takes place indoors, outdoors in all weather conditions, and on sites with various hazards.
