Job Description

Job Title:
Project Manager / Estimator We are seeking a detail-oriented, experienced, and highly organized Project Manager / Estimator to join our construction team. This position is responsible for managing all facets of a project, from identifying and evaluating bid opportunities and preparing competitive proposals to preconstruction planning, construction execution, and final project closeout. The ideal candidate will possess a strong background in construction estimating and project management, with the ability to interpret blueprints and specifications, develop accurate cost estimates, manage project budgets and schedules, and coordinate resources to ensure successful project delivery. The Project Manager / Estimator will work closely with awarding agencies and their representatives, general superintendents, superintendents, subcontractors, suppliers, and internal teams to maintain project compliance, control costs, manage risk, and deliver quality work on schedule and within budget. This is an opportunity for a motivated construction professional to take ownership of projects from bid submission through completion while contributing to a collaborative, results-driven team.
Key Responsibilities:
Estimating & Bid Management Identify, review, and evaluate project opportunities for bid. Analyze project plans, specifications, blueprints, and bid documents to determine project scope, requirements, and cost considerations. Prepare accurate and competitive cost estimates, including labor, materials, equipment, subcontractor services, and other project-related expenses. Develop and submit complete bid packages, proposals, and support documentation in accordance with solicitation requirements and deadlines. Coordinate with subcontractors, suppliers, and internal teams to obtain pricing, confirm availability, and validate project assumptions. Conduct site visits and pre-bid assessments as necessary to evaluate project conditions, scope, and resource requirements. Review and update estimates as project requirements, pricing, or scope changes. Project Management & Execution Manage all phases of assigned projects, from bid opportunity and bid package submission through preconstruction, construction, and final closeout. Develop and maintain project budgets, schedules, resource plans, and cost forecasts. Monitor project performance to ensure compliance with contract requirements, project specifications, budgets, schedules, quality standards, and applicable regulations. Identify potential project risks, cost overruns, schedule delays, and scope changes; develop and implement corrective actions as needed. Coordinate project documentation, including contracts, estimates, schedules, purchase orders, change orders, meeting notes, progress reports, billing records, and closeout documents. Track and record project activities, costs, progress, and correspondence to maintain accurate and complete project files. Coordinate billing activities, progress payments, and support documentation to support timely and accurate invoices. Oversee project closeout activities to ensure completion of required documentation, outstanding work, and contractual deliverables. Resource Planning & Field Coordination Identify and coordinate the resources required for successful project delivery, including materials, equipment, subcontractors, suppliers, and labor. Work directly with the General Superintendent and Superintendents to establish project priorities, resolve field issues, manage costs, and maintain production schedules. Assist the dispatch team with project resource coordination, providing guidance and direction to align personnel, equipment, and material deliveries with project needs. Coordinate with procurement and subcontractors to ensure resources are available when needed and within established budget parameters. Support field operations by communicating project requirements, clarifying scope, and helping resolve scheduling, material, and coordination challenges. Evaluate resource utilization and identify opportunities to improve efficiency and project profitability. Agency & Stakeholder Coordination Serve as a primary point of contact for awarding agencies and agency representatives throughout the project lifecycle. Maintain clear, professional communication regarding project status, schedules, costs, compliance requirements, and outstanding issues. Coordinate with internal project teams, field leadership, subcontractors, suppliers, and other stakeholders to ensure alignment on project objectives. Address questions, resolve issues, and facilitate timely decisions to keep projects progressing according to contract requirements. Ensure project deliverables, reporting, and documentation meet agency and contractual expectations. Compliance, Quality & Risk Management Ensure project activities comply with contract requirements, applicable laws and regulations, safety standards, agency requirements, and company policies. Monitor project budgets, schedules, billing, quality, and risk throughout the project lifecycle. Maintain accurate records and documentation to support compliance, reporting, cost tracking, and project accountability. Identify and communicate potential risks, deficiencies, and scope discrepancies before they affect project performance. Promote quality workmanship, safe work practices, accountability, and continuous improvement across project teams. Ensure compliance with applicable public works requirements, including prevailing wage regulations, certified payroll reporting, public contract requirements, and agency-specific documentation. Monitor bid submissions, contract deliverables, payroll documentation, and compliance records to ensure all required deadlines and reporting obligations are met. Maintain accurate and complete documentation to support agency reviews, compliance audits, progress payments, and final project closeout. Qualifications & Experience Proven experience in the construction industry, preferably in construction estimating, project management, or a combination of both. Demonstrated ability to manage projects from bid preparation through construction and closeout. Strong ability to read and interpret blueprints, construction drawings, technical specifications, and contract documents. Experience preparing cost estimates, bid proposals, budgets, schedules, and project documentation. Working knowledge of construction costs, labor requirements, material pricing, subcontractor coordination, and resource planning. Experience coordinating with public agencies, awarding authorities, owners, or other project representatives is preferred. Familiarity with project compliance, billing, change orders, cost tracking, quality control, and risk management. Proficiency in Microsoft Office, particularly Excel, Word, and Outlook; PowerPoint proficiency is beneficial. Strong organizational, analytical, problem-solving, and time-management skills. Excellent written and verbal communication skills, with the ability to coordinate effectively across office and field teams. Ability to manage multiple projects and competing priorities while meeting deadlines and maintaining accuracy. A proactive, accountable approach to identifying issues, coordinating resources, and driving projects toward successful completion.
