Tarsco Bolted Tank is leading the industry in engineering, manufacturing and construction of liquid and dry bolted storage tank systems. We design and manufacture to national and international standards and have extensive experience in all environments and climates worldwide. Our expertise and available resources allow us to execute a wide range of projects in both size and complexity, tackling the unique challenges our customers face. Tarsco Bolted Tank is seeking to add a dynamic Estimating Supervisor to our team! This position is officed at 5897 State Highway 59 in Goodman, MO. The primary office hours are 10 hour shifts Monday-Thursday with daily overtime and additional says as required to support the business needs. The Estimating & Proposals Supervisor is responsible for leading the development of accurate, competitive, and timely project estimates and customer proposals. This position oversees the daily activities of the Estimating and Proposal Coordination functions, ensuring efficient management of RFQs, proposal development, estimating resources, bid reviews, and customer deliverables. The position serves as a key liaison between Sales, Engineering, Project Management, Operations, Supply Chain, and Executive Leadership to ensure proposals are aligned with customer requirements, company capabilities, strategic objectives, and profitability goals. The Estimating & Proposals Supervisor is responsible for departmental performance, process improvement, employee development, estimating standards, proposal quality, and continuous enhancement of TBT's preconstruction and bid management processes. Department Leadership
Lead and oversee the daily operations of the Estimating and Proposal Coordination functions, including workload planning, prioritization, resource allocation, and performance management.
Supervise, coach, and develop Estimators and Proposal Coordinators through structured training, mentoring, performance evaluations, and career development planning.
Monitor department workload and the proposal pipeline to ensure customer deadlines and internal priorities are achieved.
Oversee the proposal development process from RFQ receipt through final submission.
Ensure proposal compliance with customer requirements, specifications, commercial terms, and submission requirements.
Coordinate review of RFQs and facilitate bid/no-bid discussions when necessary.
Work closely with Proposal Coordinators to ensure RFQs are properly logged, tracked, distributed, and managed throughout the proposal lifecycle.
Ensure proposal documentation, templates, supporting materials, and submission records are maintained and standardized. Estimating Leadership
Provide technical guidance and support for complex project estimates.
Review estimates for completeness, accuracy, consistency, and alignment with company standards.
Support the development and maintenance of labor calculations, cost models, production assumptions, vendor pricing databases, and estimating tools.
Prepare estimates and proposals for complex, strategic, or high-risk opportunities as workload requires.
Maintain estimating standards, procedures, and best practices throughout the department. Cross-Functional Coordination
Serve as the primary liaison between Estimating, Sales, Engineering, Operations, Purchasing, Safety, Quality, Project Management, and Executive Leadership during proposal development.
Facilitate bid review meetings and proposal strategy discussions.
Coordinate required inputs from internal stakeholders to ensure accurate scope definition and risk identification.
Support the smooth transition of awarded projects from estimating to project management and operations. Process Improvement & Technology
Identify and implement opportunities to improve estimating efficiency, proposal quality, data accuracy, and workflow effectiveness.
Assist in the implementation, administration, and continuous improvement of estimating, CRM, ERP, and proposal management systems.
Develop standardized reporting and metrics to support leadership decision-making. Business Performance
Monitor departmental performance indicators, including proposal turnaround time, on-time proposal delivery, estimate review compliance, proposal backlog, estimate accuracy, and win/loss trends.
Provide management with reporting and analysis regarding proposal activity, workload, resource needs, and department performance.

Ability to perform business and technical math calculations accurately
Read and interpret mechanical drawings required
Experience with enterprise resource planning systems (ERP)
Proficient skills in Microsoft products-emphasis on strong Excel skills
Ability to prepare computerized reports

CRM experience
Experience analyzing dry storage silo systems with ancillary equipment
High School Diploma or GED required
Associate or Bachelor degree in Construction Management, Engineering, Business, Project Management or related field preferred
5+ years of estimating, proposal development, project coordination or related industry experience
3+ years of leadership or supervisory experience
Experience in tanks, structural steel, coatings, industrial construction, manufacturing, fabrication or related industry experience
Advanced Microsoft Excel proficiency
Strong analytical and problem-solving skills
Ability to interpret technical drawings, specifications, contracts and customer requirements
Effective leadership, mentoring and team development skills
Excellent written and verbal communication skills
Strong organizational and project coordination abilities
Ability to manage multiple deadlines and priorities simultaneously
Experience with ERP systems, CRM platforms, proposal management tools and Microsoft 365 applications preferred
Strong business acumen with the ability to balance customer requirements, operational capabilities and profitability objectives
Constant internal contact with management and employees at all levels of the organization
Frequent external contact with sub-contractors and other vendors
Valid driver's license with an acceptable motor vehicle record required
Must maintain state minimum requirements for vehicle insurance
Real ID and passport for travel is a plus
Ability to lift up to 25 pounds and work in a office environment which includes sitting up to 10 hours per day and utilizing stairs
Maintain efficient internet service to ensure no downtime or lag in virtual communication needs
Ability to work overtime as need to support business needs
This position is an office based position located at 5897 State Highway 59 in Goodman, MO.
Travel up to 15% to Tarsco Bolted Tank job sites, other business offices, etc. maybe required as needed to support business needs. Pay:
$70,000.00 - $85,000.00 per year
