Public Service Service Manager or Public Services Director General Statement of Duties Performs skilled and semi-skilled work in the operation of heavy equipment the at the solid waste facilities, and other locations if needed. The employee is responsible for operating equipment safely and efficiently while assisting with a variety of maintenance and construction projects. Work is performed under the general supervision of the designated supervisor. The following duties are representative of the position and are not intended to be all-inclusive. Operates heavy equipment including backhoes, excavators, bulldozers, skid steers, front-end loaders, dump trucks, tractors, and other specialized equipment. Loads, transports, and unloads gravel, soil, debris, asphalt, concrete, and other materials. Performs snow and ice removal operations during inclement weather when assigned. Assists with emergency response operations including storm cleanup, debris removal, and disaster recovery. Conducts daily inspections of assigned equipment and performs preventative maintenance such as checking fluid levels, lubricating equipment, replacing minor parts, and reporting mechanical issues. Operates chainsaws, mowers, brush cutters, compactors, and other hand and power tools. Maintains accurate equipment logs, maintenance records, and work documentation. Keeps work areas clean and organized. Performs manual labor associated with construction and maintenance projects when equipment operation is not required. Responds to after-hours emergencies and may participate in an on-call rotation. Performs other related duties as assigned. Knowledge, Skills, and Abilities Knowledge of the safe operation of heavy construction and maintenance equipment. Knowledge of occupational hazards and appropriate safety precautions. Knowledge of equipment maintenance procedures. Ability to understand and follow oral and written instructions. Ability to detect equipment malfunctions and report maintenance needs. Ability to establish and maintain effective working relationships with coworkers, supervisors, and the public. Ability to work independently with minimal supervision. Ability to safely perform physically demanding work in varying weather conditions. Minimum Qualifications High school diploma or GED. Two (2) years of experience operating heavy construction or maintenance equipment; or an equivalent combination of education and experience. Experience performing manual labor related to construction, maintenance, or public works operations is preferred. Special Requirements Valid North Carolina Driver License Must maintain an acceptable driving record. Must be available to work overtime, weekends, holidays, and emergency call-outs when required. Must successfully complete a pre-employment background check, drug screening, and post-offer physical examination, if applicable. Physical Requirements The work is performed both indoors and outdoors and requires frequent exposure to: Extreme temperatures and adverse weather conditions. Dust, dirt, mud, noise, vibration, fumes, and moving machinery. Uneven terrain and confined spaces.
The employee must frequently:
Lift and carry up to 50 pounds independently and heavier objects with assistance. Climb, bend, stoop, kneel, crouch, reach, and crawl. Sit for extended periods while operating equipment. Use hands and feet simultaneously to operate equipment controls. Maintain visual acuity and hearing sufficient for safe equipment operation. The employee may be required to work in emergency situations involving severe weather, flooding, snow, ice, or other natural disasters.
