Chief County Clerk in the Office of the County Commissioners
GENERAL SUMMARY
Under direction, provide administrative support to Board of County Commissioners and perform official duties of Chief County Clerk; serve as liaison for Board regarding official matters and actions taken during executive work sessions and general sessions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Schedule matters to come before the Board in executive work sessions concerning personnel and labor relations issues, real estate transactions, litigation matters, and other business matters protected by confidentiality provisions of various laws and court decisions; review requests to determine appropriate forum for presentation; receive and distribute agenda/materials for meetings; notify participants of meeting times; ensure compliance under Sunshine Laws. 2. Schedule matters to come before the Board in general sessions, i.e. issues presented by County Solicitor, department heads and/or representatives of firms engaged in County business, to address County contracts, business proposals and various County projects; review requests to determine appropriate forum for presentation, receive and distribute agenda/materials for meetings; notify participants of meeting times. 3. Attend work and general sessions of the Board; take notes on actions requiring follow up; inform Board of status of previous actions; review what is considered "emergency items" for action at work sessions and have appropriate contracts, resolutions prepared; respond to questions regarding status of official actions; take official minutes at general session; notify individuals and agencies on actions taken by Board. 4. Prepare official motions to be presented before Board; review contracts for completeness and accuracy and approve as to form prior to presentation for signature; take dictation or draft and type correspondence for Board; prepare official record of general session; prepare resolutions and proclamations; conduct research to determine appropriate course of action on non-routine matters; ensure actions taken are consistent in official policies and procedures. 5. Serve as Secretary of adjunct Boards, i.e. Salary Board, Retirement Board, and Commissioners Board; take meeting notes on actions requiring follow up; report on status of previous actions. 6. Prepare specialized reports for County Commissioners, as directed, complete yearly estate forms as required. 7. Perform related office duties; sort mail, establish and update filing system; prepare travel and conference reservations; answer telephone and receive visitors; screen calls, take messages, provide routine information, route calls to appropriate party, maintain supplemental budget appropriation resolution numbers and personnel actions, compose publications and advertise, type and maintain official ordinance book, and other clerical duties as assigned.
JOB SPECIFICATIONS
•Indicates developed after employment Any combination of education and experience which indicates possession of the skills, knowledge and abilities listed below. An example of acceptable qualifications for this position is completion of a high school degree and additional two years specialized training and experience. An Associate or Bachelor's Degree is preferred. Thorough knowledge of County Code and related laws affecting Fourth Class Counties.
• Thorough knowledge of County government structure and process. Thorough knowledge of office practices and procedures. Thorough knowledge of County and department policies and procedures.
• Thorough knowledge of County programs and services. Thorough knowledge of English word usage, spelling and punctuation. Typing and operation of computer keyboard and Transcription.
