Qualifications:
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/18/2026. You may qualify for the GS-09 based on your education and/or experience, as described below:
Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Experience and/or Education as described below :
You must have at least one year of specialized experience equivalent to at least the GS-07 level that involved analyzing and managing financial or budget information, including monitoring expenditures and obligations, projecting future funding needs, and preparing cost estimates or financial reports; reviewing, maintaining, or tracking financial or budget records and preparing related reports, spreadsheets, or other financial documentation. ~OR~
Education:
You must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such education that demonstrates the knowledge, skills, and abilities necessary to do the work.

You must possess equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience to meet total experience requirements. Grade Level:
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal Service. Specialized experience is defined as interpreting administrative laws, policies, regulations, and precedents applicable to business initiatives, program goals, and objectives. Using analytical methods to assess and recommend improvements for program effectiveness and management processes and systems in order to maintain administrative operations. ~OR~
Education Substitution:
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcript Required) ~OR~
Combining Education & Experience:
If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. You will receive credit for all qualifying experience, including volunteer experience.
Note :
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The employee does sedentary work, such as sitting comfortably. There will be walking, standing, bending, carrying of light items. The employee will be expected to perform data capture analysis and interview staff members in the field at their job site and will require standing, walking on uneven terrain. Selected applicants will be required to complete an online onboarding process. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.
