Located in Cook County, Illinois, Westchester is a western suburb of the City of Chicago. The population was 16,892 at the 2020 census. The Village infrastructure covers an area of 3.69 square miles. It has over 6,811 homes, and 4,385 families residing in the Village. Westchester operates under a council-manager form of government as defined by the Illinois Municipal Code. The Village President, Village Clerk, and six trustees are elected at large to serve four-year terms. The Village Manager is hired by the Village President and Board of Trustees, and all department managers are hired by the Village Manager. There is a strong commitment to professional management within the organization. Westchester's workforce is 108 full-time employees and 2 part-time employees, which includes the elected/appointed positions of 6 Trustees, 1 Village President, 1 Clerk and 1 Treasurer. There are six Department Heads. Departments include Administration, Finance, Community Development, Fire, Police, and Public Works. The Village seeks its next Village Manager to lead a well-respected and professional government administration. The Village Manager is appointed by the Village President, with concurrence of the Village Trustees, and reports to the Village Board. The Village Manager is the administrative head of the village government providing direction and general management for the administration and operation of each department within the Village and supervises the activities of the Village in accordance with the policies determined by the Village Board, and applicable laws and ordinances. As Chief Administrative Officer of the Village, the Village Manager attends all meetings of the Board; implements Board decisions; provides reports and recommendations to the President and Board of Trustees; manages and directs all Village financial planning, personnel, operations, programs and services through the Department Directors; coordinates with the Village Attorney; confers with elected officials, State and Federal agencies, private organizations and citizens concerning Village matters; represents the Village before legislative, judicial, and administrative bodies and civic organizations; attends Village events; responds to and interacts with residents, employees, and/or others within and outside the organization in a courteous, professional, and effective manner.
CANDIDATE QUALIFICATIONS AND EXPECTED EXPERIENCE
The successful candidate will have the following qualifications and experience. Any combination of experience and education that would demonstrate the required knowledge and abilities is qualifying. o Experience - Ten years of increasingly responsible experience in government or business management, including seven years of administrative and supervisory experience. o Education - Equivalent to a bachelor's degree from an accredited college or university with major course work in public administration, business administration or closely related field. An advanced degree in public administration or a closely related field is desirable.
Knowledge of:
o Principles and practices of public administration. o Organization and functions of village government and current trends and recent developments in management. o Laws and regulations regarding village management, village contracts for public services, budget, finance, zoning, and public personnel administration. o Management techniques and effective employee supervision. Operations, services, and activities of a comprehensive Village management program. o Management skills to analyze programs, policies, and operational needs. o Modern and complex principles and practices of program development and administration. o Principles and practices of municipal budget preparation and administration. o Principles of supervision, training, and performance evaluation. o Pertinent Federal, State, and local laws, codes, and regulations.
Ability to:
o Plan, organize, direct, and coordinate the work of supervisory personnel; delegate authority and responsibility. o Select, supervise, train, and evaluate staff. o Lead and direct the operations, services, and activities of the Village of Westchester. o Identify and respond to community and Board of Trustees issues, concerns, and needs. o Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient Village services. o Properly interpret and make decisions in accordance with laws, regulations, and policies. o Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. o Prepare and administer large and complex budgets. o Prepare and present clear and concise administrative and financial reports. o Interpret and apply Federal, State and local policies, procedures, laws and regulations. o Research, analyze and evaluate new service delivery methods and techniques. o Communicate clearly and concisely, both orally and in writing. o Establish and maintain effective working relationships with those contacted in the course of work including Village and other government officials, community groups, the general public, and media representatives. o Maintain effective audio-visual discrimination and percep¬tion needed for: ─ Making observations ─ Communicating with others ─ Reading and writing. o Maintain mental capacity which allows the capability of: ─ Making sound decisions ─ Demonstrating intellectual capabilities.
COMPENSATION AND HOW TO APPLY
The annual salary range is $195,000 - $214,400 with excellent benefits. Exact compensation may vary based on skills, training, and experience.
