The Administrative Director ("the A.D.") is responsible for the overall administrative oversight and organizational management of the Penndel-Middletown Emergency Squad ("the Squad"). The Administrative Director provides leadership and guidance in the areas of organizational planning, policy development, budgeting, regulatory compliance, and personnel administration. This position supports the effective administration of the organization, ensuring that established policies and procedures are followed, and that organizational priorities are addressed in a timely and appropriate manner. The Administrative Director provides administrative guidance and coordination, rather than direct oversight of daily emergency operations. The Administrative Director supports the development and maintenance of appropriate administrative standards, organizational policies, personnel practices, and accountability measures for both volunteer and career staff. The A.D. also assists Squad leadership in identifying organizational needs, addressing administrative concerns, and promoting the long-term effectiveness and sustainability of the Squad. The Administrative Director collaborates with the Chief of Operations, President and Executive Board in the development, preparation, and administration of the annual budget and provides input regarding organizational priorities, financial needs, and long-term planning.
Mission and Vision:
To provide effective administrative leadership and organizational oversight for the Penndel-Middletown Emergency Squad by supporting sound governance, policies, planning, budgeting, personnel administration, regulatory compliance, and strong relationships with community and government partners. The Administrative Director will ensure that the Penndel-Middletown Emergency Squad remains a well-governed, financially stable, professionally supported, and sustainable organization to effectively fulfill its mission.

Directly supervises billing and office staff. Provides staff oversight in coordination with the Chief of Operations to support accountability, communication, and policy compliance.
Essential Duties and Responsibilities:
Provide strategic and administrative leadership across the organization. Serve as a key advisor to the President and Executive Board on administrative, financial, personnel, and organizational matters. Develop, implement, and evaluate organizational policies, procedures, and administrative processes. Prepare and oversee annual budgets, financial planning and reporting, forecasting, and expense management. Monitor organizational financial and operational performance and provide regular reports and recommendations to the President and Executive Board. Ensure appropriate fiscal controls, accountability, and responsible use of agency resources. Lead and manage administrative personnel, including supervision, performance management, professional development, and staff accountability. Maintain a strong organizational culture focused on professionalism, teamwork, accountability, and continuous improvement. Coordinate with operational and clinical leadership to ensure administrative functions effectively support EMS operations. Assist the President and Executive Board with strategic planning, organizational development, and long-term initiatives. Develop and maintain policies that promote organizational consistency, regulatory compliance, risk management, and operational effectiveness. Analyze financial, operational, and organizational data and make recommendations for improvement. Oversee vendor relationships, purchasing, and administrative resources, and review any potential contracts. Assist with personnel policies, employee relations, and organizational workforce planning. Ensure that administrative practices support applicable healthcare, EMS, employment, and regulatory requirements. Represent the Squad professionally with healthcare partners, community organizations, vendors, governmental entities, and other stakeholders. Prepare reports, presentations, and recommendations for the President and Executive Board. Carry out other duties and special projects as directed by the President and Executive Board.
Minimum Job Requirements:
Minimum age of 25 years. Valid driver's license and current background clearances. Ability to speak, read, and write the English language in performance of duties. Meet Squad physical examination standards. Previous leadership experience. Strong interpersonal and leadership skills. Ability to follow verbal and written instructions. Ability to prioritize work to meet goals and objectives within acceptable time frames. Ability to manage sensitive information in an appropriate manner. Ability to work effectively as part of the management team. Ability to identify problem areas and make recommendations for solutions.
Required Qualifications:
Bachelor's degree in Business Administration, Accounting, Healthcare Administration, or a related field. Demonstrated experience in healthcare leadership, business administration, accounting, or organizational management. Proven experience with budget development, financial management, and fiscal oversight. Experience developing, implementing, and evaluating organizational policies and procedures. Demonstrated ability to lead, supervise, motivate, and develop teams. Strong analytical, organizational, communication, and problem-solving skills. Ability to manage multiple priorities in a fast-paced healthcare environment. Demonstrated ability to work effectively with executive leadership and a governing board.
Preferred Qualifications:
Master of Business Administration (MBA) degree highly recommended. Experience in healthcare administration or healthcare leadership. Experience with EMS operations or administration. Experience working with a nonprofit, public-service, healthcare, or emergency services organization. Experience with strategic planning and organizational development. Experience presenting financial and operational information to an executive leadership team or governing board. Familiarity with EMS, healthcare, regulatory, or accreditation requirements.
Salary and Benefits:
Annual salary range of $80,000 - $120,000 commensurate with experience. Eligibility for an annual step raise based on attaining performance metrics Health and retirement benefits as per Squad policy. Paid time off (PTO) Tuition remission/support up to $2,500 annually for approved coursework
