Position Summary The Head of Shop Development & Facilities will lead the strategic planning, development, construction, facilities management, and capital investment portfolio for the Los Angeles market. This role is responsible for driving the company's retail expansion strategy, overseeing all CAPEX investments, ensuring operational excellence across stores, and delivering sustainable growth through effective project execution. As a key member of the leadership team, the incumbent will partner closely with the Managing Director to formulate market expansion plans, evaluate investment opportunities, optimize asset utilization, and develop long-term facilities strategies that support business objectives. The successful candidate will serve as the primary authority for new store development, renovation projects, facilities operations, vendor management, regulatory compliance, and capital expenditure management within the U.S. market, ensuring the timely and cost-effective delivery of expansion projects, optimal utilization of capital investments, operational excellence across stores, strong vendor performance, high standards of compliance and safety, continuous improvement initiatives, and the development of a collaborative, high-performing work environment that supports sustainable business growth. Key Responsibilities Strategic Leadership & Business Planning Develop and execute the overall Shop Development & Facilities strategy for the Los Angeles market. Advise the Managing Director on retail expansion opportunities, site selection, and investment priorities. Formulate short-term and long-term development roadmaps aligned with business growth objectives. Evaluate market trends, property opportunities, location performance, and competitive developments. Identify risks and opportunities relating to store assets, facilities infrastructure, and expansion plans. Present strategic recommendations and investment proposals to executive management. Capital Expenditure (CAPEX) Management Own and manage the annual CAPEX budget for new store openings, renovations, maintenance, and equipment investments. Develop business cases, ROI analyses, and investment justifications for management approval. Prioritize capital allocation to maximize business returns and operational efficiency. Monitor project expenditures and ensure projects are delivered within approved budgets. Establish CAPEX governance processes and reporting mechanisms. Provide regular financial and project performance updates to the Managing Director. Store Development & Construction Management Lead all new store development projects from site identification through store opening. Direct architects, designers, contractors, consultants, and project managers throughout project lifecycles. Ensure projects are completed on schedule, within budget, and in accordance with brand requirements. Oversee design standards, construction quality, and operational readiness. Review development feasibility studies, project timelines, and cost estimates. Manage store refurbishment and relocation projects. Facilities Management & Asset Optimization Develop and implement facilities management strategies across all retail locations. Establish preventive maintenance programs to maximize asset life and minimize downtime. Ensure all facilities operate safely, efficiently, and in compliance with legal requirements. Drive continuous improvement initiatives to enhance shop environments and customer experience. Evaluate replacement cycles and lifecycle management for equipment and infrastructure. Vendor & Contractor Leadership Establish strategic partnerships with contractors, suppliers, consultants, landlords, and service providers. Lead vendor selection, tendering, and contract negotiations. Evaluate supplier performance based on quality, delivery, cost, and service standards. Drive procurement efficiencies and cost optimization initiatives. Risk, Compliance & Governance Ensure compliance with all applicable building codes, health regulations, occupational safety requirements, and company standards. Lead facilities-related risk assessment and mitigation initiatives. Maintain governance standards for development projects, contracts, and facility operations. Oversee permit applications, inspections, and licensing requirements. Team Collaboration Work cross-functionally with Operations, Finance, Procurement, HR, Marketing, and Supply Chain teams. Qualifications Education & Experience Bachelor's Degree in Construction Management, Engineering, Architecture, Facilities Management, Project Management, or a related discipline. MBA or relevant postgraduate qualification is preferred. Minimum 8-10 years of relevant experience in retail development, facilities management, construction, or real estate. Minimum 3 years in a leadership role. Proven experience managing multi-site retail expansion projects. Strong experience managing CAPEX portfolios and investment planning. Experience within F&B, QSR, retail, hospitality, or consumer-facing businesses is highly preferred. Skills & Competencies Strong strategic planning, project leadership, and organizational skills. Ability to manage multiple projects, priorities, and stakeholders in a fast-paced environment. Strong problem-solving, decision-making, and risk management abilities. Excellent communication, negotiation, and stakeholder management skills. Strong commercial acumen with budgeting, cost control, and financial management capabilities. Demonstrated ability to influence cross-functional teams and drive change initiatives. Detail-oriented with strong execution and follow-through capabilities. Willingness to travel locally as required to support expansion projects. Technical Skills Strong knowledge of retail development, store construction, and facilities management. Experience in CAPEX planning, budgeting, financial analysis, and cost control. Knowledge of contract negotiation, procurement, and vendor management processes. Ability to manage multiple development projects and project portfolios simultaneously. Knowledge of regulatory compliance, risk management, and construction governance requirements. Ability to read and interpret construction drawings, architectural plans, and technical documents. Proficiency in Microsoft Office Suite. Familiarity with AutoCAD, SketchUp, Bluebeam, or similar design/construction software is preferred. Knowledge of facilities systems, including HVAC, electrical, plumbing, refrigeration, and kitchen equipment is an advantage. Language Requirements Fluent in English, both written and spoken.
