Facility & Equipment Installation Oversight Manager

Job Description

About the Opportunity This position provides on-site coordination and oversight for the installation, placement, integration, and commissioning of production equipment and facility utility systems at Empack's new Fremont, Ohio facility. The role serves as Empack's day-to-day field representative for equipment and infrastructure readiness, coordinating specialty trades, equipment vendors, contractors, engineers, and internal stakeholders. The position is primarily responsible for planning, field coordination, installation oversight, issue resolution, documentation, and turnover. It is not intended to replace licensed electrical, plumbing, mechanical, fire-protection, or other regulated trades. However, the role will also perform practical hands-on work where appropriate, including equipment positioning support, assembly assistance, utility connection readiness checks, startup support, adjustments, troubleshooting, and commissioning activities within the individual's qualifications and authorization. The role is accountable for ensuring that equipment and utility installations are completed safely, in the correct location, to approved drawings and specifications, and with the documentation required for safe startup, qualification, maintenance, and operational handover. Key Responsibilities Job Responsibilities (Specific Tasks and Duties): 1. Installation Planning & Site Coordination Review approved site plans, equipment layouts, utility drawings, vendor requirements, scopes of work, installation sequences, and project schedules before field execution. Coordinate equipment delivery, receiving, staging, rigging, movement routes, placement, anchoring, access, and installation readiness. Maintain an integrated installation schedule and short-interval look-ahead plan identifying trade dependencies, shutdowns, inspections, access constraints, and outstanding decisions. Confirm field conditions, dimensions, clearances, housekeeping pads, supports, penetrations, drainage, ventilation, and utility tie-in points before work proceeds. 2. Specialty Trade & Contractor Oversight Provide day-to-day on-site coordination for electrical, steam, water, wastewater, compressed air, propellant, boiler, compressor, mechanical, controls, rigging, fire-protection, and related specialty contractors. Conduct coordination meetings and daily field reviews to align work fronts, sequencing, permits, safety controls, quality expectations, and schedule commitments. Monitor contractor work against approved scope, drawings, specifications, equipment vendor instructions, and applicable permits; document deficiencies and coordinate corrective action. Verify that regulated work is performed and signed off by appropriately licensed or qualified trades and inspectors. 3. Equipment Placement, Installation & Integration Coordinate installation of packaging lines, batching equipment, tanks, pumps, conveyors, process piping, utility equipment, controls, and supporting infrastructure. Confirm equipment orientation, elevation, service clearances, operator access, maintenance access, guarding interfaces, and material flow before final anchoring or utility connection. Coordinate mechanical, electrical, pneumatic, water, steam, exhaust, drainage, propellant, communications, and controls interfaces between equipment and facility systems. Perform or assist with practical hands-on activities such as component assembly, positioning assistance, alignment checks, labeling, hose and non-regulated connection setup, minor adjustments, and startup preparation, where safe and authorized. 4. Utility Systems Oversight Coordinate installation and startup readiness for electrical distribution, steam and condensate, domestic and process water, sanitary and process wastewater, compressed air, nitrogen where applicable, HVAC/exhaust, gas or propellant systems, and associated controls and monitoring. Confirm that utility capacity, pressure, flow, voltage, connection size, materials of construction, isolation, drainage, access, labeling, and safety controls are consistent with approved design and equipment requirements. Coordinate testing, flushing, cleaning, pressure testing, leak testing, energization, balancing, and other pre-startup activities performed by qualified parties. Ensure utility and equipment interfaces are clearly identified on drawings, valve and panel schedules, and asset records. 5. Commissioning, Qualification & Startup Support Develop and maintain equipment and utility commissioning checklists, punch lists, deficiency logs, and readiness trackers. Coordinate vendor installation checks, pre-startup safety reviews, factory or site acceptance follow-up, functional testing, controls checkout, dry cycling, trial operation, and performance confirmation. Support DQ, IQ, OQ, and PQ activities where required by Empack systems, including collection of objective evidence and close-out records. Lead field troubleshooting and coordinate vendors, trades, engineering, Operations, QA, EHS, and Maintenance through resolution and stabilization. 6. Safety, Compliance & Work Control Ensure contractor and installation activities follow site safety rules, OSHA requirements, permits, lockout/tagout, hot-work controls, confined-space requirements, fall protection, electrical safety, and hazardous-material controls as applicable. Coordinate with EHS, engineering, and inspectors on safety-critical systems, emergency shutdowns, gas detection, fire protection, ventilation, spill control, and hazardous-location interfaces. Stop or escalate work when conditions are unsafe, scope is unclear, workmanship is unacceptable, or installation differs materially from approved requirements. Maintain orderly work areas, controlled access, equipment protection, and installation housekeeping throughout the project. 7. Documentation, Turnover & Asset Readiness Collect and organize approved drawings, redlines, as-built information, manuals, certificates, permits, inspection records, test reports, warranties, spare-parts lists, software backups, and vendor service information. Ensure installed assets are tagged and entered into Empack's asset register and maintenance system with required specifications, criticality, preventive maintenance, calibration, and parts information. Coordinate contractor and vendor close-out packages and verify outstanding punch-list items before acceptance. Prepare structured turnover packages and support training of Operations, Maintenance, QA, and EHS personnel before operational handover. 8. Project Communication & Cost/Schedule Control Provide concise status reporting on safety, schedule, installation progress, constraints, decisions, deficiencies, commissioning readiness, and emerging risks. Validate field completion and supporting documentation for progress-payment review, without independently approving commercial changes outside delegated authority. Identify scope gaps, conflicts, delays, and change requirements early; obtain documented direction before changed work proceeds. Maintain effective working relationships with the Ohio Plant Manager, project engineering team, equipment vendors, contractors, regulators, and Empack functional leaders. Key Accountabilities Equipment and utility installations are coordinated safely, efficiently, and in the correct sequence. Installed systems conform to approved layouts, specifications, vendor requirements, and documented field decisions. Qualified trades retain responsibility for regulated work, while Empack retains effective owner representation and field control. Equipment and utilities are commissioned, documented, maintainable, and ready for operational handover. Punch-list items, installation deficiencies, and project risks are visible, assigned, tracked, and closed. Qualifications Education & Experience Degree, diploma, trade qualification, or equivalent practical experience in mechanical, electrical, industrial, facilities, construction, or manufacturing engineering/technology. Five or more years of progressively responsible experience in industrial equipment installation, facility construction, plant engineering, maintenance, commissioning, or capital-project execution. Demonstrated experience coordinating multiple specialty trades and equipment vendors in an active construction or manufacturing environment. Practical experience with production equipment, process piping, electrical and controls interfaces, compressed air, steam, water, wastewater, HVAC/exhaust, and industrial utility systems. Experience in regulated manufacturing, aerosol, chemical, cosmetic, consumer products, or hazardous-material operations is strongly preferred. Technical Knowledge Ability to read and interpret architectural, civil, structural, mechanical, electrical, process, utility, equipment-layout, and vendor drawings. Working knowledge of equipment rigging and placement, piping and utility routing, foundations and anchoring, machine guarding, controls integration, and commissioning methods. Familiarity with OSHA safe-work practices, lockout/tagout, hot work, electrical safety, hazardous locations, fire/life-safety systems, and contractor work control. Understanding of asset documentation, preventive maintenance setup, spare-parts identification, commissioning records, and qualification practices including
DQ/IQ/OQ/PQ.
Competence with Microsoft 365, project schedules, issue logs, checklists, drawing redlines, and structured project documentation. Core Competencies Strong field presence, practical judgment, and ability to convert drawings and project requirements into coordinated site execution. Clear authority and discipline when directing contractors, resolving trade conflicts, and escalating safety, quality, scope, or schedule concerns. Hands-on mechanical aptitude balanced with respect for licensing boundaries and specialty-trade responsibilities. Organized follow-through, documentation discipline, and attention to interfaces that can affect startup, safety, reliability, or maintainability. Calm troubleshooting, structured problem solving, and effective communication across vendors, trades, engineering, Operations, QA, EHS, and leadership. Physical & Work Environment Requirements Regular on-site presence at the Fremont, Ohio facility during installation and commissioning activities. Ability to walk active construction and manufacturing areas; use stairs and ladders; work around noise, dust, weather, and industrial equipment; and wear required personal protective equipment. Ability to safely lift and handle tools, parts, and materials consistent with site policy and applicable law.
