FACILITY OPERATIONS SPECIALIST

(TEMP) (TITLE 32), GS-1640-11, you will: Administers, coordines, and verifies design work performed by Architect/Engineer firms often exceeding one million dollars and one year in durion per project. Prepares design scopes of work th reference Nional Guard Bureau (NGB) design criteria and establishes standards for project design. Selects, or recommends selection of, Architect/Engineer firms for award of design contracts. Manages and schedules design development and obtains Federal/Ste approval each design stage, normally conceptual, preliminary, final, and bid final. Chairs and coordines meetings between facility users and design team and ensures th work stays within (NGB) design and space criteria for economical utilizion of facilities and equipment. Reviews, accepts or amends work by Architect/Engineer firms and rejects work not meeting established standards. Reviews payment requests for accuracy, verifies work billed, and recommends payment. Requests construction funding. Manages bidding process, in coordinion with the Contracting Officer, and recommends award of construction contracts. Administers, coordines and verifies construction work performed by contractors often exceeding five million dollars in cost and one year in durion per project. Conducts regular construction progress meetings and resolves differences between design team, contractors, and facility users. Resolves disputes over plans and specificions and administers change orders. Conducts substantial and final completion inspections and verifies expenditure of appropried funds. Coordines initial start up of, and movement of, users into new facility. Resolves disputes and assigns repair work to contractor and maintenance personnel th arise during the warranty period. Manages and verifies work performed during the warranty period. Conducts end of warranty inspection. Serves as the senior technical employee overseeing one or more employees performing technical work within the Design and Project Management Branch. Assists the branch chief in preparing performance standards; gives advises in appraising work; and makes suggestions in maintaining an effective position management program by reviewing position descriptions to ensure positions are opering as intended and th duties and responsibilities are adequely reflected. Supports and promotes Equal Employment Opportunity (EEO), Upward Mobility, and other special emphasis personnel programs. Provides guidance on the development of building environmental, energy, security, and communicion systems both for programmed new construction and for retrofit of existing buildings. Prepares initial plans and specificions for alterions/repairs. Investiges construction requests to determine propriety. Determines the initial scope of minor and recurring construction projects through coordinion and consultion with using agencies. Identifies and/or recommends approprie funding sources. Reviews and processes programming documents to include project booklets, initial cost estimes for construction, maintenance, or repair of facilities. Reviews historical maintenance da and writes reports to explain technical difficulties in upgrading facilities and recommends useable solutions to meet mission requirements. Assists facility managers in determining safe, effective, and economical use and operion of ARNG facilities. Performs other duties as assigned. Mission essential personnel report for duty normal times when the unit is closed or delayed reporting, and remain on-duty during phased or early release. May occasionally be directed to work other than normal duty hours. May require travel in military and/or commercial aircraft to perform temporary duty assignments. (must provide SF 50 for verificion) OR Have experience, educion or training which demonstres the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operions with compliced technical requirements th have no clear precedent or plan. Experience overseeing and implementing a program involving the identificion and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alterion projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. General Experience:

Technical school may be credited as general experience in accordance with the following criteria: Full-time resident study in a technical institute above the high school or trade school level on a month-for-month basis. Completion of a full 4-year curriculum in a technical or vocional high school for up to 6 months of general experience. Completion of a resident trade school course of least 1 year in the manufacture, repair, or maintenance of equipment for up to 1 year of general experience.
