DUTIES:
Clinically and fiscally responsible for the delivery of timely, ethical, compassione, efficient, quality, and safe care to Veteran pients. Promotes the development of healthcare professionals through counseling, mentoring, teaching and encouraging self-assessment. Monitors and promotes compliance with VA regulions and professional standards pertaining to outside professional activities and ethical conduct. Responsible for developing and maintaining a good working relionship with affilied medical schools and programs associed with the Medical Center. Monitors and ensures medical staff compliance with agency regulions, medical staff bylaws, federal and ste rules and regulions, VA facility policies, OIG, Joint Commission standards and other approprie regulions. Crees an environment of system-oriented, continuous performance improvement as evidenced by meeting or exceeding performance expections and nional benchmarks. Responsible for leading and guiding the clinical staff in support of the VHA's core values of Integrity, Commitment, Advocacy, Respect and Excellence in the provision of these duties. Represents the organizion, internally and externally, in such a manner as to reflect positively on the facility and the Veterans Administrion (VA). Directly responsible for the day-to-day operions of Primary Care Big Spring, Community Based Outpient Clinics (CBOC's) and the Outreach Clinic along with the nurse managers and administrive officers. This position consists of 25% clinical and 75% administrive. Maintains and promotes high ethical and clinical standards th are carried into decision-making processes, promoting constructive problem resolution in an environment of competing priorities. Works with the Chief of Staff (COS) to ensure the facility programs reflect the mission and priorities of Veterans Health Administrion (VHA) and VA. Promotes an effective mix, coordinion and support of clinical workload and resources, special program mandes and cost/benefit analyses, making recommendion to the COS and ensuring implemention of approved clinical proposals. Provides leadership to staff though policy guidance and activities on behalf of pients and their clinical care. Promotes standards of clinical competence and conduct for staff which are maintained through compliance with credentialing and privileging processes, monitoring and evaluion of clinical practice, peer review, and other approprie quality improvement activities. Facilites assessment of educional and developmental needs of clinical staff to develop and implement plans for meeting identified needs; and to prioritize use of available training funds. Accomplishes clinical program goals consistent with available resources and participes in the allocion of facility resources and modificion of programs to best meet the needs of the Veteran populion. Provides strong leadership, managerial, organizional, and clinical skills to improve pient flow and achieve measurable outcomes, including access and customer experience. This includes pient appointment availability; improving Ambulory Care Service efficiency; expanding outpient care; and implementing evidence-based practices in all clinical services as well as excellent clinical and customer experience. Reports to the COS of the West Texas VA Healthcare System.

Qualificions Basic Requirements:
United Stes Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of educion in allophic medicine or osteophic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a Ste, Territory, or Commonwealth of the United Stes, or in the District of Columbia.
Residency Training:
Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certificion. (
NOTE :
VA physicians involved in academic training programs may be required to be board certified for faculty stus.) Approved residencies are: (1) Those approved by the accrediting bodies for gradue medical educion, the Accredition Council for Gradue Medical Educion (ACGME) or American Osteophic Associion (AOA), in the list published for the year the residency, or fellowship if applicable, was completed; OR (2) One year of post medical school training (internship, first year of residency, or transitional year residency) approved by ACGME or AOA followed by two years of post-training independent practice (performing under a full and unrestricted license) in the United Stes; OR (3) Non-US residency training programs followed by a minimum of three years of verified independent practice in the United Stes (performing under a full and unrestricted license) performing duties reled to the position they are applying for (United Stes fellowships would be creditable towards this requirement), which the local Medical Staff Executive Committee deems to have provided the applicant with approprie professional training and believes has exposed the Physician to an approprie range of pient care experiences.

Residents currently enrolled in
ACGME/AOA
accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent basis. PRPs are not considered independent practitioners and will not be privileged; rher, they are to have a "scope of practice" th allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. In rare and unusual circumstances, the Facility Director can submit a memo to the VISN Director through the VISN Chief Medical Officer, who may approve requests for reasonable exceptions to the residency training requirement for Physicians whose composite record of experience, accomplishments, performance, and qualificions warrant such action. Proficiency in spoken and written English.
Preferred Experience:
Board Certified in Internal Medicine/Family Practice. Two years of experience in leadership role. Experience in resident training. Experience in team building and improving customer experience.
