Job Description Located in the heart of the Appalachian region, Virginia Highlands Community College (VHCC) serves the city of Bristol, Washington County, and the western portion of Smyth County from its campus in historic Abingdon, Virginia. VHCC's central location at Exit 14 on Interstate 81, in view of Mt. Rogers and Whitetop Mountain, is a short commute from nearby towns and communities, including northeast Tennessee. Since 1967, VHCC has served students in the region through academic programs aligned for seamless university transfer, specialized education for a wide range of healthcare careers, technical curricula designed by business and industry, and short-term certification offerings to meet workforce needs. VHCC awards Associate of Applied Science degrees, Associate of Arts and Sciences degrees, and certificates, as well as workforce credentials. More information about VHCC may be found at the college website. In its continued service to the region, VHCC is seeking a qualified applicant to serve as its next Business Services Manager. The Business Services Manager is a key, hands-on financial and administrative management position that reports to the Vice President of Finance & Administration. The position is responsible for both performing and overseeing the College's day-to-day business and financial operations, including accounting, financial reporting, reconciliations, accounts payable, accounts receivable, student financials, cashiering, procurement, and related business services. Position Description The Business Services Manager is a full-time classified position responsible for the daily management and operation of essential financial and business functions of the College. This is a hands-on working manager position. The successful candidate will be expected to actively perform financial and accounting functions in addition to coordinating operations and supervising assigned staff. The position requires an individual who is comfortable working directly in financial systems, preparing and reviewing reconciliations and financial transactions, resolving issues, meeting reporting deadlines, and stepping into day-to-day operations as needed. The Business Services Manager works closely with the Vice President of Finance & Administration and the Director of Budget and Finance and collaborates with departments throughout the College, the Virginia Community College System (VCCS), the Shared Services Center (SSC), state agencies, auditors, vendors, students, and other stakeholders. The position requires a strong working knowledge of accounting and financial operations and the ability to move effectively between detailed transactional work and broader management responsibilities. The Business Services Manager is expected to identify and resolve issues, maintain effective internal controls, ensure the accuracy and integrity of financial information, and provide responsive and professional service to students, faculty, staff, and the public. Primary Duties and Responsibilities of the Business Services Manager Provides leadership and supervision for Business Office staff and manages workflow associated with cash receipts, student accounts receivable, accounts payable, purchasing, and shipping and receiving. Performs and oversees student financial operations and systems, including student accounts receivable, cashiering, refunds, collections, sponsored accounts, and related fiscal activities. Performs and oversees the preparation, maintenance, and reconciliation of accounts receivable ledgers and billings and monitors current and delinquent accounts. Performs and oversees accounts payable activities to ensure expenditures are properly recorded and payments are processed timely and in accordance with applicable policies and Prompt Payment requirements. Coordinates the preparation and distribution of financial reports and statements in accordance with College, VCCS, and Commonwealth requirements. Performs and oversees financial reconciliations and prepares or reviews opening, closing, and adjusting journal entries. Ensures expenditures, revenues, cash, allotments, and appropriations are accurately reconciled between applicable financial systems. Facilitates and monitors the College's procurement operations, including its purchasing card program, eVA administration, VHCC's SWaM program, VCCS Shared Services Center coordination, and helps ensure appropriate internal controls, documentation, approvals, and compliance with Commonwealth policies and procedures. Develops, implements, evaluates, and monitors financial policies, procedures, internal controls, and audit trails to support compliance and safeguard College assets. Coordinates and performs applicable financial compliance activities, including PCI compliance, tax reporting, audits, and other state and federal financial requirements. Promotes and encourages superior customer service and timely, professional responses to students, faculty, staff, vendors, and other stakeholders. Performs other duties as assigned and assists the College or Commonwealth as necessary in the event of an emergency declaration. This is not a remote position. Special Assignments May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. KSA's/Required Qualifications Applicants must demonstrate the following qualifications through their education and professional experience: Bachelor's degree in Accounting, Finance, Business Administration, or a related field, or an equivalent combination of education and relevant professional experience. Significant, progressively responsible professional experience in accounting and financial management, including hands-on experience performing complex accounting and financial functions. Demonstrated experience with general accounting functions, including financial reconciliations, journal entries, general ledger activity, financial reporting, and analysis and resolution of financial discrepancies. Demonstrated experience using financial information systems to process, review, reconcile, and report financial transactions. Demonstrated experience interpreting and applying financial policies, procedures, internal controls, and compliance requirements. Demonstrated experience managing multiple financial functions, priorities, and deadlines with a high degree of accuracy, organization, and attention to detail. Demonstrated experience supervising, leading, or coordinating the work of others in an accounting, financial, business or similar professional environment. Demonstrated commitment to professional ethics, confidentiality, accountability, and high-quality customer service. Additional Considerations Additional consideration will be given to applicants who demonstrate one or more of the following: Experience in accounting or financial operations within higher education, state government, or another governmental or public-sector environment. Experience with governmental or fund accounting, and GASB requirements. Experience with PeopleSoft or a comparable student financial information system, including student financials, accounts receivable, cashiering, refunds, or collections. Experience with Commonwealth of Virginia financial systems or comparable governmental enterprise financial systems. Demonstrated experience with governmental or public-sector procurement, purchasing card programs, and related purchasing requirements. Demonstrated experience with accounts payable, governmental procurement, purchasing card programs or other related business office operations. Demonstrated experience supporting internal or external audits and administering financial or regulatory compliance requirements, such as Prompt Payment, PCI compliance, 1098-T/1099 reporting, or comparable requirements.
