The Grants Program Manager will be responsible for administration of the pre and post award grants process including securing external resources through public and private competitive grants to further the CLC Strategic Plan, Mission, and Values. The incumbent will coordinate and participate in the grants writing and management function by serving as a liaison with external grantors and CLC internal constituents including the CLC Foundation as well as Educational Affairs, Student Development and Community and Workforce Partnership Deans and Directors. Also, this position works closely with grants accounting within Business Services and Finance to approve grant expenditures and ensure overall grant compliance. Required Qualifications:
Masters degree in Public Administration, English, Communications, Higher Education, Social Science, or other relevant field. A minimum of five (5) years professional experience. Direct hands-on experience in grant development, research and writing with demonstrated track record of securing competitive grant funds from federal and state agencies and private foundations. Experience in post award grants compliance for state and federal grants, and intermediate understanding of grants accounting. Demonstrated ability to write persuasive, evidence-based proposals in language and formats required of grant agencies. Excellent interpersonal, active listening, influencing, and collaborative leadership skills. Solution-focused with ability to research issues and propose solutions to problems; ability to exercise sound judgment, discretion and tact. Time management skills and the ability to handle multiple, concurrent tasks within deadlines; ability to work effectively under externally imposed deadline pressures; ability to build, manage, and facilitate project timelines and processes. Proficient with Microsoft Office Suite or related software. Demonstrated strong personal integrity, ability to form effective partnerships, ability to collaborate with others and work in a team environment consistent with the College of Lake County values. Demonstrated success using inquiry and evidence to inform decision-making, short- and long-term planning. Summary of Essential Functions:
Resource Development and Grants Compliance (50%) Provide leadership oversight for the development and administration of all externally funded grants and the entire pre- and post-grant functions in support of the Colleges strategic priorities, mission, and institutional commitments to equity, diversity, inclusion, and student success. Serve as an advisor and writer on federal, state, and private organization grant proposals and management. Research and identify external grant funding from federal, state, corporate and private foundation funding sources. Gather, analyze, and interpret data from government and private sources related to grants and grants compliance to assess alignment with institutional funding needs. Collaborate within the Strategic Advancement unit to leverage institutional data, student success strategy, and institutional planning processes to inform grant proposals. Design, write and/or edit all grant proposals and budgets in consultation with faculty, administrators, and staff. Conduct demographic, economic, historical, and other types of research needed to make grant proposals competitive. Prepare and submit all grant proposals and reports including writing, editing, proofreading, assembling and submission online to various governmental agencies including federal agencies using grants.gov and the National Science Foundations Fastlane system. Process any modifications and rewrites required by funding agencies on behalf of funded grants. Maintain records of grant due dates, grants submitted, active projects, funding needed and potential funding sources to meet departmental performance metrics. Analyze, interpret, and communicate college and awarding agency policies and procedures, and have in-depth knowledge of 2 CFR 200 ("OMB Uniform Guidance") and federal, state, and private funding agency award administration policies. Review and approve/decline all grant expenditures as necessary to ensure services and expenditures are provided in accordance with the grant agreement and federal and state law as well as participate in grant audits. Draft plans, reports, and budgets for the office in accordance with the goals and objectives of the college. Project and Process Management (30%) Develop a grant strategy in alignment with institutional planning and budget cycle, institutional priorities, evidence of improvement opportunities, and emerging funding needs identified by leadership, faculty, and staff. Design and oversee a grants project schedule that includes all grant awards, grant reporting dates and deadlines, grant kickoff meetings, grant reporting reminders, college-wide events and activities to engage college stakeholders in student success topics (e.g. semester faculty/staff kickoff events, student success evaluations & discussions, internal student success professional learning experiences, etc.). Facilitate recurring touchpoints with stakeholders implementing grants to monitor progress, troubleshoot issues, coordinate reporting requirements, and plan next steps. Collaborate with Office of Institutional Effectiveness, Planning, & Research and grant implementers to coordinate data collection, analysis, and reporting needs for awarded grants. Collaborate with Communications & Engagement and Presidents Office to coordinate standard institutional descriptions, review grant proposal language, and ensure timely internal review and approval of grant proposals as necessary. Initiate correspondence through e-mails, phone, and meetings with grant personnel regarding compliance with financial, regulatory, and funding agency requirements, etc. Monitor post-award grant reporting requirements and deadlines to coordinate timely and accurate submissions with college stakeholders. Student/Customer Service (15%) Provide open communication and facilitate group processing leading to decisions informed by evidence and stakeholder input. Explain often complex federal/state guidelines and policies to stakeholders implementing grants so that they fully understand grant requirements, responsibilities, and processes. Provide technical assistance or arrange assistance for grant recipients in areas including interpreting regulations, rules, and policies; development of proposals, operating plans, and procedures; program design and assessment; program limitations and requirements; development of corrective actions for compliance; post award reporting requirements; and resolution of negative findings or poor performance reports. Help identify, coordinate, and provide professional development opportunities to build college stakeholders capacities in grant writing, grant management, and student success. Other (5%) Participate in continuous improvement and professional development to grow and strengthen leadership skills.
