About us RLS & Associates, Inc. (RLS) is a national consulting firm that works exclusively in the transit industry, providing consulting assistance to small, medium, and large public transit systems, Federal and State departments of transportation, government agencies, and paratransit operators. This woman-owned, certified disadvantaged business enterprise was established in September 1987 and has grown to be a highly respected and sought-after consulting firm in the transit industry today. Since its inception, RLS' mission has been to "assist the transit community in identifying, facing, and meeting current and future challenges in an affordable, practical, and high-quality manner while maintaining the highest standard of integrity and professionalism." RLS is headquartered in Dayton, Ohio with other offices in Texas, Indiana, and Arkansas. Regular operating hours are 8 a.m. to 5 p.m. EST, Monday through Friday. Under certain circumstances it may be necessary to stay later in the evening, or perhaps come in over a weekend. Job Details This position requires a self-motivated, dependable individual to provide critical technical assistance, research, and grant processing support to our clients, including (but not limited to) State Departments of Transportation (DOTs), public transit agencies, municipalities, and human service agencies. The primary focus will include assisting in the development and evaluation of capital grant program applications funded by the Federal Transit Administration (FTA) programs (e.g. Sections 5310, 5311, 5307, 5309, and 5339) and state funded programs in coordination with State DOT clients and providing correspondence to applicants and State DOT staff. This position will work closely with State DOT client staff to aid in the implementation of capital projects while monitoring grant subrecipient project activities. This is a high-precision, data-intensive role that requires a meticulous eye for detail. You will be responsible for a significant volume of routine, repetitive grant application processing and complex coordination with various state and federal grant requirements. This position is ideal for an individual who genuinely excels at and enjoys the process of assisting small public and non-profit transit agencies obtain vital state and federal funding. This position's designated work location is hybrid in-office/at-home in Chicago, IL or Dayton, OH.
Key Responsibilities:

Grant Application & Lifecycle Management Application Processing:
Review and process grant applications for FTA and State DOT capital financial assistance to assess merit, identify problems, and make recommendations to State DOT staff; coordinate all necessary revisions and facilitate the development of State and Federal contracts.
Project Oversight:
Assist and/or manage the full lifecycle of a grant, including processing project payments, close-outs, contract amendments, and revisions.
Database Management:
Maintain assorted databases used for the oversight of subrecipients and contractors, ensuring all client files are organized and audit-ready.
Reporting:
Prepares special reports, spreadsheets, memos, and presentations as requested. ♦
Technical Assistance & Compliance Client Guidance:
Provide professional guidance virtually and on-site to clients throughout the U.S. regarding grant application requirements, document submission, and technical assistance.
Regulatory Compliance:
Ensure all client activities remain in strict compliance with
USDOT/FTA
regulations and State DOT guidance for general administration and operations.
Reporting:
Conduct research and evaluate data to produce written reports, graphs, and charts that clearly articulate findings to stakeholders and client leadership. ♦ General Complete on-going research and training to ensure continued expertise in the field of transit regulatory compliance. Provides assistance to Senior Associates and the Company President on various types of technical studies, projects, and proposals. In this capacity, completes assigned work within the budgeted number of work hours and determined timeframe. Maintains good client relations. In consultation with the President, seeks out requests for proposals, bids, and other business development opportunities; prepares proposals and develops budgets in response. Maintains an accurate record of time spent on each billable project and on non-billable activities. Responsible for attaining a specified percentage of billable hours each month. Records travel expenses and submits expense reports in accordance with client requirements and limitations. Requires up to eight hours of computer usage on a daily basis. It is an essential job function of this position to be present in-person at the RLS designated workspace as required. Other duties as assigned.

Education:
Minimum Associate's Degree in a relevant field plus two years of relevant professional work experience. ♦

High competency in accounting/auditing principles and the ability to interpret and apply standardized accounting practices adopted by state governments. ♦

Requirements:

SALARY AND BENEFITS
