The Executive Director is employed by the Board of Directors of the Oelwein Chamber and Area Development (OCAD) and is responsible for effectively leading the organization to successfully achieve its mission of service to members. Specific areas of responsibility include executive leadership of staff and volunteers of the organization; support of positive member relations; executive support to the Board of Directors of the organization; community connecting / liaison activities; and active participation and leadership in local, regional, state and, if appropriate, national levels on advocacy activities relating to chamber policy, legislation, and regulation. To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily.
Position Specific Essential Job Duties and Responsibilities:
Member Relations:
Provide organizational oversight for all aspects of membership development, including new member recruitment, member retention, and member engagement.
Ensures that services provided to members meet their needs.
Regularly arranges training and networking opportunities for member businesses, as appropriate.
Maintain strong relationships with local employers, lenders, and property owners.
Executive Leadership:
Develop and execute a comprehensive economic development strategy focused on housing, commercial growth, and workforce expansion.
Package and present development-ready proposals to potential investors.
Identify, pursue, and manage state and federal funding opportunities.
Lead recruitment and support of residential developers and business investors.
Actively researches and applies for grant opportunities
Act as the primary spokesperson of OCAD and represent the Chamber in the community and in advocacy efforts at the local and state level.
Under an evolving Board of Directors and changing leadership, the Executive Director is responsible for maintaining continuity and consistency in programming.
Maintains a current understanding of issues, research, trends, and best practices and integrates and interprets this information so that it is actionable with the Chamber by staff, the Board of Directors and committees.
Embodies the values of the Chamber and demonstrates adherence to and modeling of these values for others through everyday conduct.
Ensure confidentiality of information and oversee confidentiality compliance with all Chamber member and financial information.
The Executive Director will support the board of directors to shape the Chamber's strategic direction and develop strategic goals and initiatives.
Organization Management:
The Executive Director is responsible for financial management and well-being of the chamber which includes working with Executive Committee for the creation and implementation of the annual budget.
As part of the financial responsibility, the Executive Director is also charged with making fundraising recommendations to the Board of Directors and, upon approval, is responsible for ensuring the success of these fundraising efforts.
Oversees all contracts
Political Advocacy:
Actively participates in legislative and regulatory advocacy work at the local, regional, state and if appropriate, national level to ensure the needs of the members of the organization are communicated and actively pursued.
Through active participation, seeks to provide leadership and influence policy development to ultimately affect legislative and regulatory activity related to business and economic development issues specific to our area.
Secondary Job Duties:
Ability to complete special projects
Uses relevant data and information to monitor the programs and services of the Chamber.
The Executive Director is responsible for the execution of all activities associated with the Chamber of Commerce including staffing needs for all meetings, scheduling of meetings, designating of locations, development of agenda and creation and delivery of any meeting materials that are necessary.
Support and provides a presence at all OCAD events
Qualifications:
A bachelor's degree or four years of work experience in a professional discipline relevant to providing leadership for an organization.
It is required that, at minimum, the Executive Director have experience in a business-related field or other leadership position.
It is required that the Executive Director present a professional and positive image to members and the greater community through appropriate appearance, grooming, demeanor, actions, and comments.
Skills:
It is required that the Executive Director has excellent professional communication skills, including written and oral communications skills, strong listening skills, and the ability to make presentations to groups.
It is required that the Executive Director has strong organizational skills, including the ability to plan, organize, and set long-term strategies with appropriate work plans to accomplish it.
It is required that the Executive Director be able to work collaboratively and positively with others of diverse backgrounds, opinions, and needs.
It is required that the Executive Director be able to independently identify and resolve problems or make recommendations to the Board of Directors about resolution options.
The Executive Director must be able to apply sound problem-solving skills and make decisions that reflect the best interest of the organization.
It is required that the Executive Director be computer literate and able to use software functions such as email, word processing, spreadsheets and other software functions required for the position.

Delivery of effective Chamber policies and Member services that contribute to achievement of company revenue goals and long-term objectives.
Ability to meet deadlines and accomplish work in the order of priority.

Ability to learn new duties, develop new skills, or acquire new information within a reasonable amount of time as needed to adjust to new situations encountered on the job.
Ability to negotiate conflict and maintain constructive working relationships with the Board, the Community, and the Chamber Members.
Ability to delegate effectively and to develop and lead subordinates, so that the Chamber produces a quality experience to our members.
