Position Summary The Director of Program Development & Operations provides strategic and operational leadership for Sandhills Medical's Ryan White/HIV and School-Based Health programs. The Director oversees program staff, budgets, daily operations, service delivery, compliance, performance, and community partnerships to ensure accessible, high-quality, and financially responsible services. Working across clinical and administrative departments, the Director translates organizational priorities and program requirements into practical workflows, measurable outcomes, and sustainable operations. Essential Duties and Responsibilities Program Leadership and Operations Provide overall leadership, direction, and operational oversight for the Ryan White/HIV and School-Based Health programs. Develop and monitor annual program goals, work plans, implementation timelines, performance measures, and accountability structures. Ensure program services align with Sandhills Medical's mission, strategic priorities, approved scope of services, policies, and operational standards. Develop, implement, and standardize workflows, procedures, training, and documentation practices across sites, schools, and community settings. Coordinate operational readiness involving staffing, facilities, equipment, technology, scheduling, documentation, billing, outreach, and partner engagement. Facilitate routine program meetings, maintain action items, communicate decisions, and ensure assigned tasks are completed on schedule. Identify operational barriers, lead corrective actions and process improvements, and evaluate opportunities for program growth and long-term sustainability. Ryan White/HIV Program Oversight Provide direct administrative and operational oversight of the Ryan White/HIV Program and its assigned staff. Ensure services comply with applicable Ryan White

Program requirements, funding conditions, organizational policies, approved service categories, and program scope. Monitor enrollment, eligibility, linkage to care, retention in care, service utilization, referrals, medication access, preventive services, continuity of care, and viral suppression outcomes. Coordinate with clinical and support teams to address barriers to care and strengthen patient engagement and follow-up. Ensure required program reports, supporting documentation, and performance deliverables are accurate, complete, and submitted on time. Maintain readiness for program reviews, monitoring visits, audits, and compliance assessments; develop and monitor corrective action plans when deficiencies are identified. School-Based Health Program Oversight Provide leadership and administrative oversight for the School-Based Health Program. Coordinate the implementation and expansion of medical, telehealth, behavioral health, preventive, and other approved school-based services. Work with school district leaders, school administrators, clinical leadership, behavioral health, nursing, Information Technology, Quality, and other departments to support effective service delivery. Ensure school-based services operate within the organization's approved HRSA scope and applicable agreements, policies, consent requirements, and confidentiality standards. Establish and monitor workflows for scheduling, consent, documentation, referrals, follow-up, continuity of care, and the use of telehealth technology. Monitor school participation, student and staff utilization, encounters, access, referrals, follow-up, and program outcomes to guide staffing, resource allocation, and expansion decisions. Budget and Resource Management Oversee approved budgets for the Ryan White/HIV and School-Based Health programs in collaboration with Finance and executive leadership. Monitor program revenue, expenditures, contractual obligations, staffing costs, purchasing, and budget to-actual performance. Review expenses for alignment with approved budgets, program requirements, and allowable activities, and maintain appropriate supporting docum entation . Identify significant budget variances and coordinate timely corrective action, budget modifications, or resource adjustments. Promote responsible stewardship, efficient use of resources, and sustainable continuation of program services. Staff Leadership and Development Supervise, coach, and evaluate assigned program staff and establish clear responsibilities, competencies, performance expectations, training plans and cross-departmental collaboration. Conduct routine staff meetings and promote effective communication, teamwork, accountability, professionalism, and cross-departmental collaboration. Participate in recruitment, interviewing, onboarding, performance evaluations, and corrective or disciplinary processes in collaboration with Human Resources. Assess staffing needs and recommend changes based on program volume, service needs, budget, and operational requirements. Compliance Quality and Risk Management Ensure assigned programs comply with applicable federal and state requirements, HRSA standards, HIPAA, contracts, organizational policies, and FQHC requirements . Protect patient confidentiality and sensitive health information, particularly information related to HIV services and minors receiving school-based services. Collaborate with Quality and Continuous Improvement to establish performance measures, evaluate service quality, and implement improvement activities. Collaborate with Compliance and Risk leadership to identify, document, and address operational, privacy, safety, and compliance risks. Maintain readiness for reviews and assessments and ensure identified deficiencies are addressed through documented corrective action and follow-up. Data Reporting and Performance Management Establish measurable goals, baselines, data definitions, collection methods, reporting schedules, and responsible owners for each program. Review dashboards and reports to evaluate access, utilization, quality, outcomes, financial performance, patient experience, and compliance. Work with Quality, Finance, and Information Technology staff to validate data integrity, identify trends, and resolve reporting concerns. Prepare concise program updates, executive summaries, presentations, and recommendations for executive leadership and, when requested, the Board of Directors. Use program data and patient, staff, and partner feedback to improve workflows, outcomes, resource allocation, and service delivery. Community and Partner Relations Develop and maintain productive relationships with schools, healthcare organizations, public agencies, community organizations, vendors, and other partners. Coordinate agreements, partner responsibilities, referral pathways, and collaborative activities with appropriate internal review. Represent Sandhills Medical Foundation at program, coalition, advisory, school, and community meetings as assigned. Promote awareness of available services while maintaining confidentiality, professional standards, and consistent organizational messaging. Perform other duties consistent with the position and organizational needs. Minimum Qualifications Bachelor's degree in Healthcare Administration, Public Health, Social Work, Business Administration, Nursing, Human Services, Nonprofit Management, or a related field. At least five years of progressively responsible experience in healthcare operations, public health, community health, program management, nonprofit operations, or a related area. At least two years of supervisory, program-management, project-leadership, or cross-functional team leadership experience. Demonstrated experience managing program budgets, deadlines, deliverables, performance measures, staff, and written reports. Strong written and verbal communication, organization, analytical, presentation, problem-solving, and interpersonal skill s. Proficiency with Microsoft Office and project, reporting, or data-tracking tools. Ability to travel among health center sites, schools, and community partner locations. Preferred Qualifications Master's degree in Healthcare Administration, Public Health, Business Administration, Social Work, Nonprofit Management, or a related field. Knowledge of HRSA Health Center Program requirements, healthcare compliance, quality improvement, program evaluation, and value-based care initiatives. Experience managing multi-site programs, community partnerships, sensitive health information, and program sustainability. Knowledge Skills and Abilities Ability to translate program requirements and organizational priorities into clear operational actions, workflows, and accountability structures. Working knowledge of healthcare operations, budgeting, compliance, quality improvement, performance measurement, and patient confidentiality. Ability to manage multiple programs, deadlines, and stakeholders while maintaining accuracy, discretion, and follow-through.
