About ISE Metal and Fontaine-Aquanox Founded in 1934, ISE Metal is a North American leader in metal manufacturing, operating ISO-certified facilities in Canada and Mexico. The Fontaine-Aquanox division specializes in custom-designed stainless steel water control gates for municipal and industrial applications. Recognized for its technical expertise, innovation, and manufacturing excellence, Fontaine-Aquanox delivers high-performance, durable solutions that comply with AWWA and NSF 61 standards. Position Overview ISE Metal is establishing a new dedicated manufacturing facility for Fontaine-Aquanox products in St. Johnsbury, Vermont. We are seeking an experienced Operations Manager to lead the greenfield startup, structure operations, and build a high-performing, safe, and Lean-oriented manufacturing organization. Within three years, the facility is expected to employ 20 to 30 production employees (welders, assemblers, technicians), supported by supervisors, planners, and technical staff. This role combines strategic leadership with hands-on operational execution. The Operations Manager will be accountable for the overall performance of the St. Johnsbury site while ensuring alignment and synergy with the Sherbrooke operations. Key Responsibilities 1) Facility Startup and Commissioning Lead the full plant layout design, including material flow, logistics, storage, handling systems, and utilities. Oversee the selection, installation, and qualification of production equipment (cutting, forming, welding, machining, passivation, cleaning, and assembly). Validate production capacity, cycle times, and bottlenecks prior to ramp-up. Define the organizational structure, recruit, onboard, and develop the local team. Implement a robust Health, Safety, and Environmental (HSE) management system with performance dashboards. Deploy standard operating procedures (SOPs) aligned with internal requirements and
ISO 9001.
Implement daily production planning consistent with the Sherbrooke system. Collaborate with procurement to qualify subcontractors and establish reliable supplier partnerships. 2) Operational Management and Industrial Performance Assume full accountability for production, quality, safety, maintenance, delivery, and costs. Deploy a structured Lean management system (visual management, daily routines, problem-solving, Kaizen). Define and monitor key performance indicators: Labor productivity On-time-in-full delivery (OTIF) Inventory turns Equipment reliability (MTBF/MTTR) First-pass quality rate Implement preventive and predictive maintenance strategies, including spare parts management and calibration. Ensure regulatory compliance and adherence to customer requirements. Manage the operational budget, efficiency targets, and capital investment (CAPEX) plan. 3) Multisite Alignment (Sherbrooke - Vermont) Standardize best operational practices across sites. Facilitate knowledge transfer and process harmonization. Identify synergies in procurement, production, and continuous improvement. Foster a consistent operational culture between Canadian and U.S. teams. Qualifications Minimum 10 years of experience in metal or industrial manufacturing, including at least 5 years in a Operations Manager or Plant Manager role. Strong technical expertise in steel fabrication: cutting, forming, welding, and finishing/passivation. Proven experience in Lean Manufacturing and continuous improvement. Proficiency with ERP/MRP systems, production data collection, and
ISO 9001
frameworks. Degree in Mechanical, Industrial, or Manufacturing Engineering, or equivalent experience. Results-driven leadership with strong execution capabilities.
