The Purchasing Manager oversees, coordinates, and directs all procurement-related activities for Rowan College at Burlington County. This individual is also responsible for providing supervision and leadership for the departmental staff.
OVERALL PURPOSE AND RESPONSIBILITY
The primary and most important overall responsibility is to provide service in a pleasant, helpful, and effective manner to all prospective RCBC students and to all members of the college community.
INSTITUTIONAL EFFECTIVENESS
Accepts responsibility for the timely preparation of student outcomes assessment efforts of the faculty in planning, collecting data, and reporting dates as they relate to course outcomes, program outcomes, general education outcomes, and developmental program outcomes. Actively participates in setting annual division goals and objectives, completing OIR reporting forms, collecting data, analyzing data, and preparing a report using guidelines established by
OIR. SPECIFIC DUTIES AND RESPONSIBILITIES
Plan, organize, and control purchasing activities. Ensure compliance with all relevant Federal and State laws and College policies and procedures. Supervise, evaluate, and provide professional development for assigned staff members. Manage the development, implementation, and monitoring of controls over purchasing procedures. Maintaining, revising and working with campus departments to facilitate compliance with procurement rules and procedures. Makes decisions regarding the proper method of purchase for all approved goods and services requisitioned (formal bid, informal quotation, or direct purchase) in accordance with state guidelines currently in effect. Assist in the preparation of specifications wherever required; review bids and analysis sheets after bid opening for compliance. Utilizing analysis sheet, prepares draft Resolution to Board of Trustees recommending awards to vendors. Coordinate with New Jersey Division of Purchase and Property concerning New Jersey State Contracts. Maintain a file on all current New Jersey State Contracts that are related to the purchasing of College equipment, materials, supplies, and services. Make inquiries to vendors concerning prices and delivery of goods and services. Screen, select and contract with vendors and evaluate subsequent performance. Secure and review quotations through personal contact, email, mail, fax, and/or telephone. Produce reports and supporting documents. Streamlining processes and procedures to promote effectiveness and efficiency. Ensures the procurement of competitively priced, quality products, taking into consideration the College and/or department needs and budget. Implementation of strategic initiatives into the procurement operation. Budget manager responsible to develop and maintain Purchasing Department's annual operating budget and institutional effectiveness plans. Oversee all year-end closing projects. Reviewing and tracking all contracts/agreements/leases terms and payment schedules. Perform all other related duties as required.
MINIMUM QUALIFICATIONS
Minimum Education:
Bachelor's degree in business and/or related public purchasing certification required. Equivalent experience may be considered in lieu of required degree.
Minimum Experience:
Minimum five plus (5+) years of work experience in purchasing environment preferably in higher education and/or state/federal government environment. Minimum of three (3) years of work experience supervising, developing and evaluating professional staff.

Other Requirements:
Knowledge of current local, state and federal purchasing regulations and laws. Excellent computer skills including proficiency in word processing, data entry, and spreadsheets. Thorough knowledge of contract management and purchasing procedures. Written and oral communication skills. Knowledge of Colleague, or previous experience utilizing an ERP system. Strong negotiation skills. Ability to build and maintain relationships with vendors and internal and external customers and clients.
