This position works closely with the Director of Full Case Management, QA/QI, agency leadership and internal and external system partners to monitor performance, identify risks, address barriers, strengthen supervisory practice and promote positive outcomes for children and families. Master's, JD, or equivalent advanced degree preferred Familiarity with the Full Case Management System as well as with the Child Welfare Dependency System in Miami Dade County. Responsibilities:
Provide direct supervision, leadership, and support to Full Case Management Supervisors. Conduct regular individual supervision with assigned Supervisors and maintain appropriate documentation of supervisory activities. Establish clear expectations and hold Supervisors accountable for the performance, compliance, productivity, and professional conduct of their respective units. Review unit-level performance with Supervisors and ensure timely intervention when performance falls below established expectations. Coach and develop Supervisors in leadership, accountability, performance management, communication, delegation, conflict resolution, time management, and effective case oversight. Ensure Supervisors maintain appropriate oversight of Case Managers and Case Aides and proactively identify staff or cases requiring additional intervention. Assist Supervisors in addressing employee performance concerns and coordinate with the Director of Full Case Management and Human Resources when additional performance management or disciplinary intervention may be necessary. Promote consistent supervisory expectations and practices across Full Case Management units. Identify supervisory training and development needs and assist with developing strategies to strengthen supervisory effectiveness. Maintain ongoing knowledge of program and unit-level performance and identify emerging risks, trends, barriers, and areas requiring intervention. Monitor performance and compliance with applicable program requirements, Ensure Supervisors develop appropriate corrective actions when deficiencies are identified. Monitor corrective actions through completion and ensure strategies are implemented to reduce recurrence. Identify systemic barriers affecting performance and recommend operational solutions to the Director of Full Case Management Provide regular updates to Director of Full Case Management regarding program performance, staffing, emerging risks, significant deficiencies, corrective actions, and matters requiring Director-level intervention. Monitor staffing levels, vacancies, caseload distribution, and workload across FCM units. Work with Supervisors to maintain equitable and appropriate case distribution. Coordinate operational coverage during vacancies, extended leave, staffing shortages, or other circumstances affecting service delivery. Monitor the onboarding and development of newly hired Case Managers, Case Aides, and Supervisors. Identify staffing and resource needs and make recommendations to the Director. Support recruitment, interviewing, selection, onboarding, and retention efforts as assigned. Work collaboratively with the QA/QI Director and QA/QI Managers to review program performance, findings, trends, deficiencies, and opportunities for improvement. Ensure findings identified by QA/QI are addressed through the appropriate supervisory chain of command. Require Supervisors to develop and implement corrective action when deficiencies are identified and monitor progress through resolution. Partner with QA/QI to identify recurring or systemic concerns that may require training, process improvement, policy clarification, or management intervention. Support continuous quality improvement initiatives designed to strengthen case practice, documentation, compliance, and outcomes. Respect the independence and integrity of QA/QI findings and elevate significant concerns or disagreements to the Director when appropriate. Maintain working knowledge of Florida's child welfare and dependency system, including applicable requirements of Chapter 39, Florida Statutes. Support Supervisors in understanding and implementing court orders and court-related expectations affecting case management practice. Monitor operational compliance with court-related deadlines and requirements. Assist leadership and Supervisors with resolving complex operational issues involving court processes, case practice, or system partners. Coordinate with appropriate agency leadership, legal counsel, Lead Agency representatives, Children's Legal Services, Guardian ad Litem, service providers, and other system partners when necessary. Identify matters that require legal review and ensure they are appropriately referred to agency counsel or other designated legal resources. Monitor changes in policy, procedure, regulation, contractual requirements, or system expectations and assist with implementation within Full Case Management operations. Promptly elevate significant concerns to the CEO and Director of Full Case Management. Assist the Director of Full Case Management in evaluating complex operational matters and developing appropriate responses. Promote early intervention and problem-solving to prevent routine deficiencies from developing into significant compliance or performance concerns.
