Program Management Director, NSWC Crane Operations TCS is a Special Forces veteran-owned small business located in Bedford, Indiana. The role The Program Management Director is the senior operating leader for TCS in Indiana and reports directly to the CEO. You will own delivery, staffing and customer relationships across nine active task orders and more than 50 logistics, technical, engineering and analyst staff at NSWC Crane, performed as both prime and subcontractor. The work spans acquisition engineering and product support and logistics: lifecycle support, supply support, technical data, training, reliability and maintainability, data analytics, configuration management and program support. Program areas include specialized munitions, undersea sensors, small arms, power and energy, security systems and mobility platform integration. This position is expected to be designated Key Personnel on current and upcoming contracts. What the first year looks like This is a hands-on seat. In the first year you will personally run the funding trackers, the deliverables, the staffing and the customer cadences, with a small overhead team and a company leadership that is not in Indiana day to day. As new work is won you will build the program team around you, including a project control analyst to take over the tracking work. We are looking for someone who wants to run this business on the ground now and grow with it, not someone who wants to manage it from a distance. What you will do Serve as the single point of accountability for cost, schedule and performance across all task orders. Keep a visible, responsive presence with Government program offices and prime contractor program managers at NSWC Crane. Run recurring status cadences and turn emergent tasking around the same day. Track labor hours, funding and burn by task order every week. Forecast funding exhaustion and ceiling risk early, and act on it before it becomes the customer's problem.

Own deliverables end to end:

monthly status reports, funds and man-hour expenditure reporting, staffing plans, CDRLs and program management plans. Maintain the integrated master schedule and plan of action and milestones for assigned projects. Own staffing across all positions. Drive requisitions, recruiting, offers, onboarding, clearance processing, retention and backfills with the TCS talent team, and keep funded seats filled. Supervise and develop staff and site leads directly. Approve timekeeping and keep labor compliance in order, including Service Contract Act wage determinations.

Lead task order transitions:

phase in new awards, redeploy staff when tasking ends, and support recompetes without disrupting support to the fleet. Lead multi-company teams and manage subcontractor performance when TCS is prime. Support business development by identifying new tasking, building staffing plans and contributing to pricing and proposals. Run program risk management and keep Government, prime and company leadership informed with metrics that hold up. What we expect Attention to detail. Deliverables, invoices and funding reports go out right the first time, and you have a personal routine that makes sure of it. Sound judgment with little supervision. You know which decisions are yours to make, make them, and know which ones to raise. Company leadership is available but not nearby. Ownership of improvement. Required qualifications US citizenship and an active SECRET security clearance. Bachelor's degree in a technical or managerial discipline. 8 or more years of program or project management experience on DoD services contracts. Experience managing time-and-materials and cost-type contracts, including funding and labor-hour tracking and Government data deliverables (CDRLs).

Hands-on supervisory experience:

hiring, managing performance and, when needed, separating employees. A demonstrated record of present, responsive program leadership. Preferred qualifications NSWC Crane, NAVSEA or SeaPort-NxG task order experience. PMP or DAWIA Program Management certification. Experience leading logistics or product support programs for fielded Navy systems. Experience as a subcontractor under large defense primes. Working knowledge of Deltek Costpoint or Unanet and Service Contract Act compliance. Prior military service. Location Full time, on site at NSWC Crane, Indiana, and at the TCS office in Bedford. This is not a remote or hybrid position. Candidates must live within commuting distance of Crane or relocate before starting. Relocation assistance is available for the right candidate.
