Job Description

The John D. Dingell VA Medical Center is recruiting for a Program Specialist. This position serves as the PCMM Coordinator for the Medical Center, including the associated two Community-Based Outpatient Clinics (CBOCs).
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2026.
Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge in providing healthcare analytic project improvements for the service; Knowledge of patient aligned care teams or similar groups in the healthcare environment and ensuring there adequate staffing; Ability to gathering data and statistics for assigning patients; Knowledge in planning, monitoring and developing new and existing programs, policies, and their administrative functions; Knowledge in ensuring that administrative processes are initiated, monitored, and completed timely and accurately in compliance with applicable directives, policies, and procedures.; Knowledge of various specialized databases, cloud based contracted software and systems to record, report, monitor and carry out administrative support operations; Knowledge of preparing correspondence, i.e., spreadsheets, reports, emails, letters, etc.
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 (two) years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree. Education at the graduate level in an accredited college or university meets the requirements for this positions at the GS-9 grade level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work .
OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one (1) year of graduate education. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first year of graduate education). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
Physical Requirements:
The work is sedentary in nature but requires walking, standing, and carrying medium weight items, such as light equipment/supplies, paper, books and charts. Manual dexterity is required in operation of a hospital computer system. Incumbent must have an even temperament and act in a professional manner during work performance.
