The Arc Greater Hudson Valley is a not-for-profit agency dedicated to providing support and services to over 1,800 people with intellectual and/or developmental disabilities and to their families in Sullivan, Orange and Dutchess Counties, New York. A chapter of The Arc New York, our main offices are located at 162 East Broadway in Monticello, NY. Job Summary:
The Program Manager is responsible for the effective leadership, coordination, and management of assigned Day Habilitation programs. This role ensures the delivery of high-quality, person-centered services that meet individual, organizational, and regulatory expectations for each person supported. The Program Manager holds primary accountability for program performance, including service quality, staff performance, compliance, operational efficiency, and alignment with Agency mission, values, and regulatory requirements.
Qualifications:
Minimum of five years of successful experience in the human services field. Background in disciplines related to human behavior, skill development, or human care services preferred. Minimum of one year of supervisory experience in services supporting individuals with intellectual and/or developmental disabilities required. Demonstrated leadership, communication, and organizational skills.

Maintain all required licenses, certifications, and credentials (including driving and medication certification, as applicable) throughout employment.
Responsibilities:
Person-Centered Service Delivery Ensure services are developed and delivered in accordance with individual support plans and person-centered principles. o Services should be based on data and conversation with the person, using POM® interviews and satisfaction surveys where available Oversee the development, implementation, and evaluation of person-centered programming . Ensure services promote meaningful community connections. Ensure individual rights, dignity, health, and safety are consistently safeguarded . Monitor service delivery outcomes and implement corrective actions as needed. Program Leadership Provide leadership, vision, and direction for assigned programs and locations. Establish clear expectations for service quality, performance, and compliance. Serve as the primary point of accountability for program outcomes and operational effectiveness. Support the Program with assigned initiatives, reporting, and strategic activities Serve as an escalation point for complex staffing, service delivery, or compliance issues. Culture of Compliance Ensure program operations comply with all Agency policies, procedures, and regulatory requirements. Oversee documentation practices to ensure accuracy, timeliness, and completeness. Monitor incident reporting, investigations, and follow-up actions. Ensure HIPAA and confidentiality standards are upheld. Professional Development , Leadership and Supervision Provide direction, supervision, and performance management for direct reports Ensure Program Supervisors and Group Supervisors are effectively supporting front-line staff Promote a culture of accountability, coaching, and continuous improvement Address staffing, performance, and disciplinary matters in accordance with Agency policy Participate in required trainings, conferences, and professional development activities Serve as an Agency trainer in designated areas as requested Stay informed of best practices, regulatory changes, and emerging service models Program Operations Prepare for and actively participate in interdisciplinary team meetings and plan reviews. Ensure service plans are implemented, monitored, and updated through the team process. Represent the program in agency committees, workgroups, and external meetings as assigned. Support the development of policies, procedures, and training initiatives related to Day Habilitation services . Assist with monitoring physical plant, vehicles, and program resources to ensure safety and operational readiness. Review attendance, service delivery trends, and operational data, communicate and address concerns as required. Participate in interdisciplinary meetings and planning activities for assigned program Maintain valid licenses {including driving license, as applicable], certifications or any other credentials that are required or necessary to carry out the responsibilities upon and throughout employment.
