This position will coordinate SHIBA, MIPPA, and SMP services to support accurate, timely, accessible, and effective assistance to consumers. This is an excellent opportunity for a program professional who enjoys coordinating community-based services, supporting volunteers, and helping consumers access accurate and timely information. This description is a general summary of the position and does not include all duties that may be assigned. Employees may be required to perform other job-related duties as necessary to meet the operational needs of the Agency. What You Will Do In this role, you will: Serve as an Agency resource on Medicare, Medicaid, SHIBA, MIPPA, SMP, and related program requirements; research and communicate information about benefits, services, and resources to employees, volunteers, consumers, families, caregivers, and community partners; and provide training, technical assistance, and program guidance as needed Recruit, train, coordinate, and support volunteers; monitor volunteer service quality and delivery within the assigned service area Provide onsite and ongoing functional guidance to volunteers to promote accuracy, sound judgment, timely service, and compliance with policy, procedure, and program requirements Serve as a liaison among the Oregon Insurance Division SHIBA Program Director and Field Officers, the Aging and People with Disabilities Division SMP Program Analyst, Agency staff, and SHIBA and SMP volunteers Research and communicate information about Medicare, Medicaid, benefits, services, resources, and program requirements to employees, volunteers, consumers, families, caregivers, and community partners Support outreach, education, presentations, and community engagement related to assigned programs Maintain required records and prepare reports documenting program activities, volunteer services, training, consumer contacts, and outcomes Work with community partners and public agencies to support program coordination, compliance, and effective service delivery What We Are Looking For The ideal candidate will bring: Working knowledge of Medicare and Medicaid programs, including eligibility, benefits, enrollment, coverage, and related consumer resources Experience coordinating programs, volunteers, outreach, education, community services, or special projects Ability to explain program requirements and complex information clearly and respectfully to varied audiences Strong communication, training, presentation, and relationship-building skills Ability to plan, organize, prioritize, and coordinate multiple assignments, activities, and deadlines Ability to exercise sound judgment, protect confidential information, recognize when consultation is needed, and work effectively with diverse individuals and communities Proficiency with standard office equipment, business software, electronic databases, spreadsheets, and presentation tools Minimum Qualifications A qualified applicant will have: An associate degree from an accredited college or university in social services, public administration, business, or a related field and two (2) years of progressively responsible experience in program coordination, program administration, volunteer management, program development, or a related area; or Four (4) years of progressively responsible experience in program coordination, program administration, volunteer management, program development, or a related area Preference will be given to candidates with experience working in a public agency, programs serving older adults or people with disabilities, or Medicare, Medicaid, health insurance counseling, or related public benefit programs. Work Environment This position works in office and community settings, with occasional travel to agency sites, volunteer locations, and community events. The role involves frequent interaction with consumers, volunteers, staff, community partners, and public agency representatives; handling confidential information; and managing multiple priorities in a community-focused environment.
