Job Description

Header Job Summary The Program Director is the founding operational leader for Thrive Point Recovery's co‑occurring capable Intensive Outpatient Program for adults with substance use and mental health conditions. This position leads IOP start‑up activities, coordinates BHDDH licensure readiness, and oversees day‑to‑day non‑clinical operations, staffing logistics, and program workflows once services are launched. The Program Director partners closely with the Clinical Director, Compliance Administrator, and Operations Administrator to ensure that the IOP's operations support safe, effective, and compliant service delivery consistent with Rhode Island BHDDH regulations for Behavioral Healthcare Organizations and IOP services. Duties Lead planning and start‑up activities for the IOP, including participation in BHDDH licensure preparation, document compilation, policy and procedure implementation, and readiness for site review. Serve as the operational lead for the IOP once opened, overseeing daily program operations, group and individual scheduling, census management, staff assignment, and workflow coordination. Coordinate development, implementation, and maintenance of operational policies and procedures for admission, continuing stay, discharge, scheduling, records administration, and program operations, in collaboration with the Clinical Director on clinical policies and procedures. Support staffing of the IOP by coordinating recruitment, onboarding, and scheduling of qualified interdisciplinary personnel, consistent with Thrive Point Recovery's staffing plan and BHDDH expectations for IOP services. Collaborate with the Clinical Director to ensure that operational processes support timely completion of assessments, treatment plans, treatment‑plan reviews, and documentation that meet regulatory requirements and payer expectations. Coordinate non‑clinical aspects of regulatory compliance for the IOP, including implementation of policies related to client rights, privacy and confidentiality, documentation standards, records retention, and information management, in close collaboration with the Compliance Administrator. Work with the Clinical Director and prescribing practitioner(s) to operationalize medication services (if offered), including visit scheduling, documentation workflows, and coordination of safe storage and handling in accordance with applicable regulations and internal policy. Lead recruitment, onboarding, and performance management for IOP staff within the Program Director's scope; ensure that staff roles, responsibilities, and competencies are clearly defined and documented. Develop and monitor program performance metrics such as access, engagement, utilization, discharges, and completion rates; participate in quality improvement activities and corrective action planning as needed. Represent Thrive Point Recovery in contacts with referral sources, payers, and community partners to support program visibility, coordination of care, and growth. Participate in budgeting and resource planning for IOP operations; monitor operational expenditures within approved budgets. Minimum Qualifications Bachelor's degree in behavioral health, social science, healthcare administration, public health, business administration, or a closely related field. At least three years of progressively responsible experience in behavioral health, substance use disorder services, or healthcare program operations (e.g., outpatient, IOP, PHP, residential), including experience in coordination, supervision, or program administration. Demonstrated familiarity with or clear willingness to develop working knowledge of Rhode Island BHDDH regulations for Behavioral Healthcare Organizations (212‑RICR‑10‑10‑1) and organization licensing (212‑RICR‑10‑00‑1). Preffered Qualifications Experience supporting state licensing, Medicaid/commercial payer readiness, or accreditation processes (e.g., Joint Commission, CARF) for behavioral health or SUD programs. Prior experience helping to launch or significantly redesign a behavioral health service line or program. Experience working within a co‑occurring (mental health and SUD) service environment.
Pay:
$85,000.00 - $90,000.00 per year
