Senior Project Manager - Civil, DOTPosition OverviewWe are seeking a Senior Project Manager specializing in civil transportation projects with Department of Transportation (DOT) clients. The role is responsible for leading complex DOT construction projects from pre-construction through closeout, ensuring they are delivered safely, on schedule, on budget, and in compliance with DOT specifications and regulatory requirements. The Senior Project Manager will be the primary client contact, coordinate multidisciplinary teams, manage subcontractors, and drive quality, safety, and cost control throughout the project lifecycle.
Key ResponsibilitiesLead planning, execution and closeout of DOT civil construction projects, including paving, concrete, and roadway works.
Develop, manage and communicate project schedules, budgets and forecasts; track cost performance and profitability.
Serve as primary client and DOT agency interface; ensure compliance with DOT standards, specifications and reporting requirements.
Prepare and manage contract documents, change orders, claims, and correspondence; negotiate with clients and subcontractors as needed.
Coordinate and supervise subcontractors, suppliers and on-site construction teams to ensure safe, efficient operations and high-quality workmanship.
Implement and enforce project-specific QA/QC and safety programs; ensure compliance with OSHA and local regulations.
Identify, evaluate and mitigate project risks; develop contingency plans and resolve field and commercial issues promptly.
Produce regular progress reports, meeting minutes, payment applications, and closeout documentation.
Mentor and develop junior project staff, promote best practices and continuous improvement across project teams.
Support estimating and pre-construction activities, including constructability reviews, scheduling input and value engineering.
Engage in public outreach and stakeholder coordination when projects intersect with local communities and utilities.
QualificationsBachelors degree in Civil Engineering, Construction Management, or related field required; Masters degree or additional technical certifications a plus.
Professional Engineer (PE) license preferred, or proven equivalent experience in DOT civil construction management.
Minimum 5+ years of project management experience on DOT or heavy civil transportation projects.
Demonstrated success managing projects involving paving, concrete, and roadway construction (these are highly desirable).Strong knowledge of DOT specifications, construction contract administration, right-of-way and permitting processes.
Proficiency with project controls tools and software (MS Project, Primavera P6, Procore, or similar) and Microsoft Office.
Proven financial acumen: budgeting, cost control, forecasting and change order management.
Excellent leadership, communication and stakeholder-management skills; experience working with DOT agencies, municipalities and utility owners.
Familiarity with QA/QC programs, construction testing, environmental and safety requirements; OSHA 30 or similar safety training preferred.
PMP or equivalent project management certification is a plus.
Valid drivers license and ability to travel to project sites regularly.
