Up to 30%, including customer, vendor, and occasional international travel Position Overview USEI is seeking a highly organized, technically capable, and customer-focused Project Manager to lead complex satellite ground station, teleport infrastructure, and critical-facility projects. This role combines disciplined project management with practical technical judgment to coordinate engineering, construction, subcontractor, vendor, customer, and operations teams in live mission-critical environments. The Project Manager will oversee multiple concurrent projects involving antenna systems, civil works, electrical power distribution, communications infrastructure, equipment shelters, RF-related site readiness, structured cabling, HVAC, grounding, utility coordination, commissioning, turnover, and closeout. The successful candidate must be comfortable managing scope, schedule, budget, risk, customer expectations, and field execution while maintaining clear documentation and proactive communication. Key ResponsibilitiesProject Planning and Execution Lead the full project lifecycle from requirements definition, scoping, budgeting, scheduling, procurement, construction oversight, commissioning, turnover, and closeout. Manage multiple concurrent projects, including capital infrastructure projects and customer-driven build-to-suit efforts. Develop and maintain project plans, schedules, budgets, action registers, risk logs, status reports, and closeout documentation. Define scope, deliverables, assumptions, dependencies, resource needs, and acceptance criteria in coordination with internal and external stakeholders. Track and report schedule, cost, safety, quality, and technical risks to USEI leadership and customers. Technical and Infrastructure Coordination Coordinate projects involving satellite antenna systems, RF-related site readiness, cabling, shelters, foundations, site preparation, electrical systems, grounding, backup power, UPS, generators, HVAC, and related infrastructure. Review technical inputs such as electrical one-lines, civil drawings, site layouts, bills of material, vendor proposals, RF readiness requirements, and commissioning plans. Serve as the practical technical liaison among engineers, contractors, vendors, operations personnel, and customers to ensure constructed systems integrate cleanly with USEI facilities and ongoing operations. Support commissioning, testing, punch-list resolution, turnover to Operations, and post-project lessons learned. Customer, Subcontractor, and Stakeholder Management Serve as a primary customer-facing project contact throughout planning, execution, and closeout. Translate technical detail into clear business, schedule, and risk communications for customers, executives, contractors, and non-technical stakeholders. Manage customer expectations proactively, including changes in scope, schedule, deliverables, access, testing, and operational readiness. Draft, review, and refine scopes of work and subcontractor requirements for civil, electrical, concrete, HVAC, cabling, shelter, RF, and related trades. Solicit, review, negotiate, and manage subcontractor and vendor pricing, schedules, deliverables, RFIs, submittals, change orders, and field performance. Provide on-site oversight of subcontractor work to support safe, high-quality, and schedule-conscious execution. Risk, Compliance, and Documentation Identify and manage risks related to permitting, long-lead materials, utility interconnection, subcontractor dependencies, site access, safety, schedule slippage, cost growth, and technical performance. Support compliance with contractual requirements, safety standards, environmental or permitting obligations, customer requirements, and USEI procedures. Maintain complete project records, including scope documents, schedules, meeting notes, decision logs, change records, test results, punch lists, and closeout packages. Build repeatable project tools, templates, and standards that improve USEI execution discipline over time. Required Qualifications Minimum 5 years of project management experience managing technical, construction, telecom, critical-facility, or infrastructure projects; experience managing projects valued at $5M+ is strongly preferred. Demonstrated ability to manage scope, schedule, budget, risk, subcontractors, vendors, and customer communications across multiple projects. Working knowledge of electrical power systems, civil works, mechanical systems, communications infrastructure, or comparable critical-facility systems. Ability to read and evaluate technical drawings, vendor proposals, project schedules, budgets, RFIs, submittals, and change order requests. Strong written and verbal communication skills, including the ability to explain technical information clearly to executives, customers, contractors, and non-technical stakeholders. Proficiency with practical project management tools, including scheduling, cost tracking, document control, action tracking, and status reporting. High attention to detail, strong follow-through, ownership, and the ability to work effectively in a hands-on, fast-moving environment. Bachelor's degree in Engineering, Construction Management, Business, or a related field, or equivalent practical experience. Preferred Qualifications Experience with satellite communications, teleport operations, satellite ground station construction, antenna hosting, antenna refurbishment, or mission-critical communications infrastructure. Familiarity with utility interconnection, public utility district coordination, NEPA, site approvals, zoning, permitting, licensing, regulatory, or spectrum-related considerations. PMP, PE, PE-eligible status, Washington State electrician license, or equivalent technical/project management credential is a plus. Ability to obtain a security clearance, if required by customer or program needs. Working Style and Requirements Practical, accountable, and solutions-focused, with the judgment to escalate early and resolve problems directly. Comfortable moving between customer requirements, engineering review, subcontractor execution, field conditions, and operational readiness. Collaborative and direct communicator who builds trust with customers, technicians, engineers, executives, and contractors. Willing to spend time in the field while maintaining disciplined project controls and clear documentation. Ability to work on site in Brewster / Central Washington, visit active construction or teleport operating areas, and travel periodically to customer, vendor, partner, or other USEI locations. Ability to work safely around active construction sites, technical facilities, antenna fields, and mission-critical infrastructure, including occasional schedule-driven off-hour coordination when required. The best fit will be comfortable in customer conversations, on active job sites, and in internal project reviews, with the judgment to balance customer commitments, operational constraints, cost, schedule, and technical risk.
