Youth Services Systems, Inc is seeking a full-time Program Manager for our Helenski Shelter in Wheeling, WV. Your main responsibility will be to ensure that the services and support provided meet the highest quality standards in line with our agency's values and mission.
Job Summary:
The program manager is responsible for operating and programming to provide a caring living environment for the youth being served. The Manager's duties are a combination of direct supervision and monitoring of youth, supervision of staff, volunteers, interns, and various administrative responsibilities. This position is responsible for ensuring compliance with all agency standards, licensing regulations, safe work practices, and working effectively with community agencies. This employee ensures every component of service delivery is implemented fully and completely in accordance with established standards and timelines. Manager participates in the on-call supervisor rotation
Duties and Responsibilities:
Develops residential programming that continually improves the quality of youth service delivery
Provides staff supervision, progressive discipline, and performance feedback for improvement within their scope of responsibilities.
Responsible for working cooperatively with directors, other program managers in residential and community programs
Participates in the development, facilitation and open communication promoting teamwork and enhancing quality job performance with all staff
Responsible for ensuring that safe work practices are followed and safe environments are maintained in compliance with licensing regulations and safety standards as established by Youth Services System Inc, DHHR, OBHS, County Health Department, and State Fire Marshall
Complete program and on-site orientation of new staff
Responsible for operating within Agency established budget, assures adherence to agency finance procedures when accessing program resources, supplies, petty cash, etc. and ensures all program resources are planned, organized, available and accounted for
Responsible for creating, communicating and, coordinating of staff schedules; and coordination of youth treatment services and daily service activities
Conducts regular audits and evaluations of the effectiveness and efficiency intake/discharge compliance: o Admissions and discharged completed in full o Shift debriefing logs are completed on all shifts and include the following information: client whereabouts, medications, appointments, visits, client condition, directives, etc o Documentation is complete daily-MARS, meal counts, temperature logs, incentive sheets, mileage o Develop and submit weekly schedule activities o Ensure scheduled staff meetings and client group meetings occur at least weekly and review the agenda prepared, minutes taken, and then archive properly o Ensure client working record is complete and up to date on-going • Responsible for interviewing and working with Human Resources to hire new shelter staff • Coordinates with Human Resources for all staff meet agency and licensing training requirements • Ensures staff meetings are conducted monthly, developing the agenda, and maintaining meeting documentation • Responsible for reporting client grievances complaints, incident reports, accident/injury reports in accordance with Agency established protocols.
Responsible for providing feedback to treatment team members regarding service delivery and needs of clients.
Responsible for ensuring that all contacts with families, referral sources, public agencies, professional and the community are handled in a courteous and professional manner
Responsible for performing other job duties as assigned.

Valid Driver's License Education and Experience:
Bachelor's degree in human services or related field OR 6-8 years direct experience with youth served in residential, transitional, or supportive living setting; prefers 3+ years of staff supervision in residential youth and adolescents. Must have a valid driver's license and proof of automobile insurance as required by law.
