CDBG Housing Rehab Specialist Salary $48,547.00 - $72,821.00 Annually Location Springdale, AR, AR Job Type Full-Time Department Planning & Community Development Department Opening Date 10/06/2026 Closing Date 12/4/2026 4:00 PM Central FLSA Non-Exempt Description Benefits Description The incumbent is responsible for managing the Housing Services program as the Housing Rehab Specialist for the housing rehabilitation program. Job Duties Provide good customer service to both internal and external customers; maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Directly manages all facets of the Rehabilitation and Emergency Services Program. Serve as project manager and oversee all construction projects. Maintain and updated as necessary, the policies and procedures handbook for the Housing Services Program. Process applications to determine eligibility. Develop and explain specialized contracts between the applicant and contractor(s). Conduct and complete a Housing Quality Standards Inspection Report of all owner-occupied, single-family dwellings qualified for the Housing Rehabilitation Program. Coordinate the testing of all single-family dwellings built before 1978 for the presence of lead-paint, as directed by HUD regulations. Prepare required HUD environmental review forms for each housing rehabilitation and emergency repair project. Prepare and submit letters to the State Historic Preservation Office requesting a HUD Section 106 Review of all single-family dwellings that are 50 years old or older. Prepare detailed description of work reports for all emergency repair and housing rehabilitation projects including preparing a project cost estimate for each project. Prepare invitation to bid forms for each housing rehabilitation project; Prepare and submit request for publications of legal advertisement to the local newspaper; Conduct public bid openings with the CDBG Program Manager for all housing rehabilitation projects. Establish timeline for scope of work, ensure contractor and homeowner are aware of the requirements and ensure that the contractor and homeowner follow the contract to completion. Conduct a minimum of two site visits to each housing rehabilitation project while under construction/contract. Coordinate paint projects for organizations. Maintain list of individual volunteers and organizations that have volunteered and/or are interested in volunteering for the Housing Rehabilitation Program and paint program. Oversee demolition of structures as identified, as well as work with nonprofit organizations to recycle materials. Conduct inventory as needed. Perform other duties as required or assigned. Minimum Qualifications Knowledge of a specialized field (however acquired), such as basic accounting, computer, construction practices and techniques, construction management, contract administration etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 3 years related experience and/or training, and 2 years related management experience, or equivalent combination of education and experience. Must have a valid Arkansas Driver's License. Must be proficient in the use of a personal computer, Microsoft Office Suite, standard office equipment and general building equipment. Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff. Supplemental Information Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses, and offenses against children.
