The State of Connecticut Judicial Branch is seeking a Court Planner for its Performance Management and Judicial Branch Statistics Unit. The Performance Management and Judicial Branch Statistics Unit supports the Chief Court Administrator's office (CCA) and the Branch with information for budget proposals, new initiatives, operational resource allocation and legislation. The Unit collects, analyzes and prepares information for required reports for the CCA, the media, the legislature, the governor's office, National Center for State Courts, and the operating units of the Branch. The Unit conducts surveys, assesses current business practices and supports the Branch's commitment to the principles of quality assurance. The unit develops plans to promote increased efficiency and effectiveness. The unit also examines court records to ensure compliance with statutes, practice book rules and Judicial Branch policies and procedures. The successful candidate for this position will: have familiarity with statistical concepts and related software; perform and/or assist in the preparation of correspondence, manuals, business intelligence reporting and documentation as required; produces reports utilizing a variety of software packages; performs other related duties as required. The successful candidates desired skill set includes: a thorough understanding of data warehousing concepts experience building Business Intelligence solutions (reports, dashboards, scorecards) experience assembling and validating large datasets for research/analysis experience working with data in Excel the ability to work with staff of varying skill levels, both technical and non-technical strong communications skills including written, verbal, presentation and interpersonal proven ability to produce quality work independently, with minimal supervision proven ability to handle multiple projects simultaneously experience with Microsoft SQL Server code (preferred but not required)

CLASS DEFINITION
This class is accountable for assisting in the planning, coordinating, monitoring, and evaluating of agency/division programs and operations.
SUPERVISION RECEIVED
Works under the general supervision of an employee of higher grade.
SUPERVISION EXERCISED
May supervise lower level staff as assigned.
EXAMPLES OF DUTIES
Conducts specific examinations and assists in conducting difficult and conceptually broad examination of procedures, operations, and projects for conformance with identified goals and objectives; collects and analyzes data on methods, standards, utilization of staff, space, equipment, processing systems, records management, forms design, etc., and evaluates for cost effectiveness and optimal efficiency based on given desired results; consults with administrative officials on improvement of basic administrative or operating procedures; prepares reports and recommendations; assists with the design and development of new programs; monitors and makes suggestions for the modification of existing plans and programs; acts as liaison with other operating units, agencies, and outside officials regarding programs and plans; may assist with the drafting of regulations pertaining to programs and plans; may conduct field and site visits as necessary; assists in conducting special studies as directed; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL
AND ABILITY
Knowledge of the principles and practices of business and public administration with emphasis on effective organization, administration, and management; knowledge of the principles and practices of planning, policy analysis, and organizational analysis; knowledge of research and statistical methods and techniques; knowledge of current office methods and procedures, including some knowledge of data processing systems; some knowledge of governmental fiscal and budgetary practices; interpersonal skills; oral and written communication skills; ability to analyze problems and recommend effective solutions.
EXPERIENCE AND TRAINING
General Experience:
Five (5) years of experience in governmental or regional planning, research and policy analysis, methods and procedures analysis, organizational analysis, or a related field.
Substitutions Allowed:
1) College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. 2) A Master's degree in a related field may be substituted for the General Experience.
