THIS IS AN AT-WILL POSITION.
Use the Job ID based on the Position Location as follows Location Job ID 100 Australian Avenue, WPB 36124 Performs professional, administrative, technical, and financial work supporting Palm Beach County's business and economic development programs. Administers and monitors business loan programs, including Housing and Urban Development's (HUD) Section 108, United States Department of Agriculture - Intermediary Relending Program (USDA IRP), Community Development Block Grant (CDBG) Micro-loans, Brownfields Economic Development Initiative (BEDI), and other programs; coordinates Industrial Revenue Bonds (IRBs), Ad Valorem Tax Exemptions, and other economic development incentives; ensures compliance with applicable County, state, and federal requirements. The position evaluates business and project financial information, including tax returns, financial statements, cash flow, collateral, and project feasibility; prepares project analyses, loan packages, reports, and Board Agenda Items; coordinates with lenders, legal counsel, governmental agencies, consultants, and program participants. The position also administers subrecipient and partner agreements, provides technical assistance to businesses, supports grant development, and advances County economic development priorities. Work is performed under the direction of the Manager of Business and Economic Development.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following: A Master's Degree in Business/Public Administration (MBA/MPA) OR professional certification (e.g., Certified Public Manager [CPM]); minimum of one (1) year of experience in governmental or commercial accounting or financial analysis, OR A Bachelor's Degree in Accounting, Economics, Finance, or closely related field; minimum of two (2) years of experience in governmental or commercial accounting or financial analysis, OR An unrelated Bachelor's Degree; minimum of four (4) years of experience in governmental or commercial accounting or financial analysis, OR An Associate's Degree in Accounting, Economics, Finance, or closely related field; minimum of four (4) years of experience in governmental or commercial accounting or financial analysis, OR Graduation from high school or an equivalent recognized certification; minimum of six (6) years of experience in governmental or commercial accounting or financial analysis.
PREFERRED QUALIFICATIONS
Preferred qualifications include: Experience with HUD Section 108, USDA
IRP, CDBG
Micro-loans, or similar public financing programs, Commercial lending and loan servicing experience, Financial analysis and accounting principles experience, Experience with real estate and loan documentation, appraisals, and environmental reviews, and Collaboration with federal agencies, local governments, businesses, lenders, and the public.
