The Village of Rantoul is seeking a Street & Water System Superintendent to provide day-to-day leadership and direction for the Public Works Street and Water System Division. Under administrative direction, the Street & Water System Superintendent schedules, prioritizes, and directs the work activities of employees engaged in the maintenance, repair, and operation of the Village's streets and water distribution system. This is a hands-on supervisory position that combines employee leadership, project coordination, equipment operation, public service, and maintenance responsibilities.
QUALIFICATIONS / REQUIREMENTS
High school diploma or equivalent Minimum of four (4) years of progressively responsible experience in Public Works repair, construction, and maintenance operations Valid State of Illinois Class B CDL Previous supervisory experience, including the ability to direct, train, and evaluate employees General knowledge of budget preparation and implementation Extensive knowledge of gas and diesel vehicles, machinery, and equipment, including their operation, maintenance, and repair Extensive knowledge of street repair procedures and techniques Knowledge of water distribution system, maintenance and repair techniques Extensive knowledge of workplace hazards associated with Public Works operations and appropriate safety measures and precautions Willingness and ability to respond to emergency calls as needed, including outside normal working hours Ability to plan, schedule, prioritize, and assign work orders and direct the activities of Public Work crews Train employees on proper work procedures, safety practices, and equipment operation Supervise and evaluate the work for the Street Department Ability to identify, plan, and prioritize future Public Work projects Ability to determine appropriate corrective action during emergency situations Coordinate and monitor the completion of a wide variety of Public Work projects and adjust priorities as necessary Maintain accurate operation, personnel, and project records Ability to make sound judgement and tact when responding to public inquiries and complaints Ability to communicate effectively, both verbally and in writing Ability to work outdoors and perform manual labor and participate in hands-on public works activities as needed
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervises, schedules and prioritizes the work activities of Public Works Street and Water System Division personnel; provides training in safe and efficient work methods; ensures proper safety measures are taken on the job site; schedules work crews as necessary to ensure that sufficient staff are assigned to each project; operates department equipment as a lead worker or independently on projects and activities. Plans and performs maintenance and repair work of water system including AMI/AMR meters and software, hydrants and flushing, water meters, water mains, and all other work related to the water distribution system. Plans and performs maintenance and repair work of streets, alleys and sidewalks, the removal of snow an ice, street sweeping, brush pickup, leaf collection, ground maintenance and mosquito spraying and all other public works maintenance activities; operates all equipment and vehicles required for completion of public works projects. Manages the Village of Rantoul's Landfill Closure Grounds Maintenance Plan. Evaluates the Public Works Street and Water System Division's equipment and vehicle needs and recommends the purchase of new equipment and vehicles; prepares specifications, requests price quotes, reviews bids, and recommends suppliers. Assists Public Works Administration with the development and implementation of division and department policies and procedures; assists in the development of the division's budget; supervises and evaluates the work activities of division personnel. Compiles, maintains and submits all required operational and personnel records and reports such as daily activity logs and personnel time records. Receives and investigates citizen complaints regarding trees on Right of Way, street damage, missing signs, sidewalk replacement, snow plowing and other emergency situations; institutes corrective measures as feasible and communicates with residents regarding action to be taken for public safety. Serves as the Street and Water System Division on-call employee during an assigned weekend; responds to calls concerning potentially hazardous situations such as broken glass in the street, downed tree limbs, icy streets, downed street signs; resolves the problems or calls for additional manpower as required.
