The Assistant City Manager serves in a highly visible and responsible leadership role, providing day-to-day assistance regarding a wide variety of administrative and governance functions to the City Manager, City Council, department directors and division heads.
ESSENTIAL FUNCTIONS
This list is meant to be an overview and should not be considered all-inclusive. Assist the City Manager in development and implementation of City goals, objectives, policies, procedures, and strategic plan. Provides leadership, oversight, and support to all City Departments & directly supervises the Finance Department and the Divisions of Human Resources and Labor Relations, Risk and Safety, Information Services, and Communications. May serve as representative at the city level for hearing and deciding union grievances, and representing the city / department in grievance arbitration. Leads special projects on behalf of the City Manager's office, often across departments and/or city wide, as well as on behalf of the City Council, as assigned. Works closely with the Communications Manager on relevant materials, distribution of information, and website and social media content to facilitate transparency, access, and information to citizens, customers, and other interested parties. Assists the City Manager and Department Heads with a wide variety of day to day city-wide operational issues including responding to citizens concerns, complaints and requests for information; developing reports, research and recommendations for changes or improvements in operations; and general problem solving. Assists City Manager with recruitment and selection process for Department Heads reporting to City Manager. Serves as staff liaison to the Government Operations Committee and the Advisory Committee on Racial Equity, Inclusion, and Human Rights, preparing Committee agendas, preparing background material and information, and attending meetings of the Committee. Participates in the development and review of the annual budget and capital improvement program with the City Manager, Finance Director and Department Heads. Serves as liaison for the City Manager's Office to other departments and divisions, outside agencies and organizations, and the media, providing assistance or information as needed or required, including representing the city at the local, county or state level. Meets and interacts with the public in city offices or in the community, and provides assistance as requested or necessary. Drafts, creates, and edits memos, policies, ordinance and other documentation, as needed. Provides assistance to the City Manager and City Council regarding state and federal legislative issues, including researching issues affecting Bangor, drafting testimony for city councilors or senior staff, attending legislative public hearings or work sessions, and related functions. Attends City Council Meetings and assists Council members with citizen concerns, requests for information and related issues. Attends various external events, meetings, and functions representing the City in a professional manner. Represents City Manager as needed; serves as Acting City Manager in the absence of the Manager, or as may be assigned. Serves as Chair of the General Assistance Fair Hearing Authority; coordinates annual City of Bangor Annual Charitable Campaign. May serve as acting Department Head when there is an absence or vacancy. Performs related duties as may be assigned by the City Manager
