The purpose of this position is to coordinate with the State Department of Health and Senior Services and other local public health agencies to plan for public health emergencies in Region C and to determine statewide and region specific planning and preparedness. Supervises and directs activities of the Public Health Program Coordinator. Coordinates activities of the Public Health Information Officer and Communicable Disease Epidemiologist as well as all contractual public health emergency preparedness positions. Responsible for managing and maintaining various grants, budgets and reports. The work is performed under the direction of the Assistant Director-Public Health.
RESPONSIBILITIES
Assists in developing a local public health emergency response plan in cooperation with other Regional Response Planners in Region C and in collaboration with medical, hospital, emergency services, law enforcement, and other entities in St. Charles County. Plans include coordination of the Federal SNS, pandemic planning, City's Readiness Initiative and all emergencies that affect the health of the public. Responsible for planning for Points of Dispensing centers through St Charles County to adequately medicate the St Charles County population. Responsible for acquiring and stockpiling all emergency supplies, including medical surge trailers and dispensing centers. Assists other jurisdictions and agencies in public health emergency planning as requested by the State Department of Health and Senior Services. Some travel may be involved. Responsible for training and exercising preparedness plans in accordance with the Department of Health and Senior Services and Centers for Disease Control and Prevention (CDC) capabilities. Collaborates and cooperates with other local public health Regional Response Planners in Region C to improve coordination for local and regional needs. Provides recommendations to improve emergency response planning, preparedness and future response. Regularly participates in and coordinates tabletop, functional and full-scale exercises for St. Charles County and Region C. Evaluates the exercises and real-world responses to continually update and improve St. Local and regional public health emergency preparedness plans. Supervises the Public Health Program Coordinator. Initiates planning activities with other emergency response agencies, including all healthcare facilities, EMS, Fire, Police, emergency management agencies, and community partners. Actively participates in Region C response efforts through local and regional organizational committees, including STARRS, LEPC, and others assigned. Responsible for managing and maintaining budgets provided by State and Federal funding streams. Shares duty officer responsibilities for the Division of Health Services on a rotating basis. Responds to public health emergencies as required, both during regular and non-business hours Assists in response to local and regional emergencies as necessary. Performs other duties as assigned.
REQUIREMENTS
Education Bachelor's degree in Public health, health care administration, biostatistics, sociology, psychology, a biological, physical or environmental science, epidemiology, public/personnel/business administration, education or in a closely related area. Master's degree preferred. Job Experience 5 years of experience with at least five years of professional experience in public health or emergency management, of which at least one year must have been in an administrative or supervisory capacity. Certifications A valid motor vehicle operator's license required. Possession of a valid certification as a Registered Environmental Health Specialist/ Registered Sanitarian from the National Environmental Health Association is preferred and OSHA 40-hour certification, ServSafe and Certified Pool/Spa Operator are required. Knowledge, Skills and Abilities Must successfully complete all training specified by the State Department of Health and Senior Services. Requires completion of all NIMS courses. Must have well developed computer skills. Employment is contingent upon successfully passing a full criminal background check.
