Position Description Senior Program Manager The COMO Senior Program Manager provides strategic leadership and day-to-day management of the Center for Optimizing Maternal Outcomes (COMO) at the Mississippi Public Health Institute (MSPHI). The position oversees project implementation, staff and contractors, partnerships, budgets, grant requirements, timelines, and deliverables. The Senior Program Manager serves as a central liaison among healthcare, public health, data, and technology partners, facilitating discussions related to data sharing, interoperability, and system connectivity and translating those discussions into actionable next steps. Technical or data expertise is not required, but the position must be comfortable working with technical partners and managing data-related initiatives. The Senior Program Manager represents MSPHI with state agencies, healthcare providers, community organizations, academic institutions, and national partners. Supervision is provided by a Program Director, Programs Officer, or other designated MSPHI executive leader. Work is reviewed through meetings, reports, and evaluation of program outcomes. Job Duties Direct implementation of the Center for Optimizing Maternal Outcomes (COMO) and related initiatives. Develop and execute work plans, timelines, and strategies to achieve program objectives and deliverables. Monitor program performance and ensure compliance with grant requirements, contracts, reporting obligations, and funding regulations. Manage program budgets, expenditures, contracts, invoices, and supporting grant documentation. Prepare grant applications, proposals, scopes of work, progress reports, performance measures, and other required deliverables. Supervise program staff, consultants, and contractors, including performance management and professional development. Build and maintain relationships with healthcare providers, hospitals, federally qualified health centers, state agencies, community organizations, academic institutions, and other stakeholders. Coordinate and facilitate collaboration among healthcare, public health, data, and technology partners to advance data sharing, interoperability, system connectivity, and implementation goals. Track data integration and interoperability activities, including partner readiness, agreements, milestones, barriers, and dependencies, and work with technical experts to support timely implementation. Serve as a liaison between technical and nontechnical partners, translating technical discussions into clear project requirements, decisions, and action steps. Coordinate development and implementation of data use agreements, MOUs, and other agreements necessary to support data sharing and system connectivity. Collaborate with evaluators, data analysts, and partners to monitor outcomes and performance measures and use findings to inform program decisions and continuous improvement. Prepare presentations, reports, and communications for diverse audiences and represent MSPHI at local, state, and national meetings, conferences, and public events. Education and Experience Requirements Master's degree in public health, public administration, healthcare administration, social work, nursing, business administration, or a related field. Minimum of seven (7) years of progressively responsible experience managing complex public health or healthcare programs. Experience managing federal grants and cooperative agreements. Experience developing and managing project budgets. Experience working with state agencies, healthcare systems, community organizations, and academic partners. Ability to effectively participate in and facilitate discussions related to health information exchange, data interoperability, data sharing, and health information technology. Data science expertise is not required. Experience supervising staff and leading multidisciplinary teams. Excellent written, verbal, presentation, and interpersonal communication skills. Strong organizational, project management, and problem-solving abilities. Proficiency with Microsoft Office Suite and project management tools. Preferred qualifications Experience managing HRSA, CDC, NIH, or other federal awards. Knowledge of maternal and child health, healthcare systems, behavioral health, health care access, or population health initiatives to improve maternal and infant health outcomes. Familiarity with healthcare data systems, electronic health records, health information exchange, population health platforms, or healthcare data-sharing initiatives. This position is based in Madison, Mississippi and requires occasional statewide and national travel. The position requires the ability to attend meetings, conferences, and public events.
Salary Range:
