DEPARTMENT OVERVIEW
The Englewood Service Department consists of three divisions: Maintenance, Utilities and Engineering, and is responsible for the maintenance, operations and improvements of the City's streets, equipment, traffic control devices, parks and facilities, and the water and wastewater facilities, collection, treatment and distribution processes, infrastructure and equipment. The Department consists of 18 full-time employees, in addition to part-time/seasonal employees. Currently, both the utilities (water/wastewater) and engineering functions and personnel are administered through contractual agreements with third-party vendors in close coordination and oversight by City staff. The Director of Service (Public Works) job is being re-established to provide administrative oversight and direction over the City's public works functions, projects, personnel and capital improvement projects.
KEY RESPONSIBILTIES
The Director of Service (Public Works) performs complex supervisory, administrative and professional work in planning, organizing, directing and supervising the Department of Service. Reporting to the City Manager, this position provides executive leadership to Department personnel, ensures the efficient delivery of public works services, plans for and directs the operation of the Department (through division superintendents and supervisors) including personnel, budget development and administration, safety, training, equipment, facilities, services, capital and long-range planning, project management, public relations, policies and procedures, and other administrative responsibilities. The Director advances a philosophy centered on people-first leadership, operational efficiency, continuous learning, innovation, effective communication, transparency and proactive community engagement. The position requires sound judgment in operational and administrative decision-making, experience leading personnel through complex organizational challenges and project management. The ideal candidate will be a collaborative problem solver who can balance technical expertise with strong interpersonal skills, support the City Manager and city leadership in advancing city priorities and projects, and help ensure the efficient delivery of essential public services that support the City's long-term goals and quality of life.

Mayor elected at large with six City Council members elected by Englewood residents, and an appointed Clerk who serves the Council
Appointed City Manager, who serves as the City's chief executive officer
Appointed Law Director, who serves as chief legal counsel to City Council and city administration
Full-service city with seven departments and 150 full and part-time employees
2026 All Funds budget of approximately $52 million
MINIMUM QUALIFICATIONS
Possession of a bachelor's degree in civil engineering, public administration, or a related field.
Minimum of five (5) years progressively responsible experience in engineering, public works management, or related fields, including two (2) or more years in a supervisory or management position; or any equivalent combination, experience, and training which provides the required knowledge, skills, and abilities.
Valid State of Ohio driver's license (or obtain within 30 days of employment, if licensed in another state) and remain insurable under the City's vehicle insurance plan.
Must be able to pass a pre-employment background investigation for employment.
PREFERRED QUALIFICATIONS
Possession of a Professional Engineer (PE) license in the State of Ohio.
Ohio EPA Class III Water Supply and/or Water Reclamation Operation certification(s).
Experience supporting organizational initiatives such as strategic planning, budgeting, policy development, project management, capital and long-range planning.

COMPENSATION & BENEFITS
$101,617 to $135,510 annually, contingent upon the candidate's related experience, skills, education, knowledge and abilities
